01 "An Act making and amending appropriations; and providing for an effective                                              
02 date."                                                                                                                  
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  Federal or other program receipts as defined under AS 37.05.146 that exceed                            
05 the amount appropriated by sec. 4 of this Act are appropriated conditioned upon compliance                              
06 with the program review provisions of AS 37.07.080(h).                                                                  
07    * Sec. 2.  The sum of $200,000 is appropriated from the general fund to the Department                               
08 of Health and Social Services for the healthy families program.                                                         
09    * Sec. 3.  (a)  $431,800 of the unexpended and unobligated balance of the appropriation                              
10 made in sec. 146, ch. 96, SLA 1991, as amended by sec. 54, ch. 5, FSSLA 1992 as amended                                 
11 by sec. 7, ch. 41, SLA 1993, and by sec. 6, ch. 41, SLA 1993, and by sec. 60, ch. 8, FSSLA                              
12 1994 (national education effort for opening the Arctic National Wildlife Refuge - $3,000,000),                          
13 is reappropriated to the Office of the Governor for payment as a grant under AS 37.05.316                               
14 to Arctic Power, Inc., for promotion of the opening of the Arctic National Wildlife Refuge to                           

01 oil and gas development.                                                                                                
02  (b)  The unexpended and unobligated balance of the appropriation made in sec. 146,                                     
03 ch. 96, SLA 1991, as amended by sec. 54, ch. 5, FSSLA 1992 as amended by sec. 7, ch. 41,                                
04 SLA 1993, and by sec. 6, ch. 41, SLA 1993, and by sec. 60, ch. 8, FSSLA 1994 (national                                  
05 education effort for opening the Arctic National Wildlife Refuge - $3,000,000), after the                               
06 appropriation made in (a) of this section, lapses into the general fund June 30, 1996.                                  
07    * Sec. 4.  The sum of $140,000 is appropriated from federal receipts to the Department of                            
08 Education for public library construction grants.                                                                       
09    * Sec. 5.   If the unrestricted state revenue available for appropriation in fiscal year 1996                        
10 is insufficient to cover the general fund appropriations made for fiscal year 1996, the amount                          
11 necessary to balance revenue and general fund appropriations is appropriated to the general                             
12 fund from the budget reserve fund (art. IX, sec. 17, Constitution of the State of Alaska).  If                          
13 the appropriation made by this section is approved by the affirmative vote of at least three-fourths of the members     
14 of each house of the legislature, the appropriation is made under art.                                                  
15 IX, sec. 17(c), Constitution of the State of Alaska.  If the appropriation made by this section                         
16 is not approved by at least three-fourths vote of each house of the legislature, then the                               
17 appropriation is made under art. IX, sec. 17(b), Constitution of the State of Alaska and the                            
18 amount appropriated under this section is limited to the amount permitted under art. IX,                                
19 sec. 17(b).                                                                                                             
20    * Sec. 6.  The appropriation made by sec. 2 of this Act lapses June 30, 1996.                                        
21    * Sec. 7.  The appropriation made by sec. 4 of this Act is for a capital project and lapses                          
22 under AS 37.25.020.                                                                                                     
23    * Sec. 8.  This Act takes effect July 1, 1995.
