00HOUSE CS FOR CS FOR SENATE BILL NO. 86(FIN) 01 "An Act relating to issuance of commemorative gold rush motor vehicle license 02 plates; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. PURPOSE. It is the purpose of this Act to commemorate the period between 05 1994 and 2004 as the decade of the Alaska Gold Rush Centennial. 06 * Sec. 2. AS 28.10.161(b) is amended to read: 07  (b) Every passenger vehicle registration plate issued by the department after 08 January 1, 1997, except as specifically provided in AS 28.10.181, shall have displayed 09 upon it 10  (1) a design and color commemorating 1994 - 2004 as the decade 11 of the centennial of the gold rush period in the state; in determining the design 12 and color of the registration plate, the commissioner shall consult with the Alaska 13 Gold Rush Centennial Task Force [THE ALASKA FLAG; 14  (2) THE TRADITIONAL COLORS OF YELLOW-GOLD AND BLUE;

01  (3) THE SLOGAN "THE LAST FRONTIER";] 02  (2) [(4)] the registration number assigned to the vehicle for which it is 03 issued; 04  (3) [(5)] the name of this state, which may be abbreviated; and 05  (4) [(6)] the registration year number or expiration date for which time 06 it is validated; the registration year number or expiration date may be part of the 07 license plate or contained on a suitable sticker or tab device issued by the department; 08 however, only one sticker or tab device may be issued for each pair of plates and the 09 sticker or tab device must be affixed to the rear plate. 10 * Sec. 3. AS 28.10.161(b) is repealed and reenacted to read: 11  (b) Every passenger vehicle registration plate, except as specifically provided 12 in AS 28.10.181, shall have displayed upon it 13  (1) the Alaska flag; 14  (2) the traditional colors of yellow-gold and blue; 15  (3) the slogan "The Last Frontier"; 16  (4) the registration number assigned to the vehicle for which it is 17 issued; 18  (5) the name of this state, which may be abbreviated; and 19  (6) the registration year number or expiration date for which time it is 20 validated; the registration year number or expiration date may be part of the license 21 plate or contained on a suitable sticker or tab device issued by the department; 22 however, only one sticker or tab device may be issued for each pair of plates and the 23 sticker or tab device must be affixed to the rear plate. 24 * Sec. 4. TRANSITION. Notwithstanding AS 28.10.161(b), as amended by sec. 2 of this 25 Act, the Department of Public Safety may continue to issue passenger vehicle registration 26 plates as provided under AS 28.10.161(b) as it read immediately before the effective date of 27 sec. 2 of this Act until the new registration plate required under AS 28.10.161(b), as amended 28 by sec. 2 of this Act, is available and until the Department of Public Safety issues the 29 remaining supply of passenger registration plates displaying the design and color required 30 under AS 28.10.161(b) as it read immediately before the effective date of sec. 2 of this Act. 31 * Sec. 5. TRANSITION. Notwithstanding AS 28.10.161(b), as amended by sec. 3 of this

01 Act, the Department of Public Safety may continue to issue passenger vehicle registration 02 plates as provided under AS 28.10.161(b) as it read immediately before the effective date of 03 sec. 3 of this Act until the new registration plate required under AS 28.10.161(b), as amended 04 by sec. 3 of this Act, is available and until the Department of Public Safety issues the 05 remaining supply of passenger registration plates displaying the design and color required 06 under AS 28.10.161(b) as it read immediately before the effective date of sec. 3 of this Act. 07 * Sec. 6. Section 3 of this Act takes effect January 1, 2005.
