00CS FOR HOUSE JOINT RESOLUTION NO. 29(FIN) am 01 Relating to the federal balanced budget amendment. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS the United States House of Representatives has passed H.J. Res. 1 04 proposing a balanced budget amendment to the United States Constitution; and 05 WHEREAS it is in the national interest for the federal government to live within its 06 means; and 07 WHEREAS the United States moves more deeply into debt as its expenditures exceed 08 its available revenues and the national debt now exceeds four trillion dollars; and 09 WHEREAS annually the federal budget reflects the unwillingness or inability of the 10 federal government to spend in conformity with available revenues; and 11 WHEREAS the goal of eliminating the national deficit and controlling national 12 government spending may be advanced by the passage of a balanced budget amendment by 13 the United States Congress and ratification of the amendment by the states of the union; 14 BE IT RESOLVED that the Alaska State Legislature urges the United States Congress

01 to pass, and the president to support, a resolution proposing an amendment to the United 02 States Constitution that requires the balancing of the federal budget without shifting costs or 03 unfunded mandates to the states; and be it 04 FURTHER RESOLVED that the Alaska State Legislature urges the legislature of 05 each state of the nation to ratify a balanced budget amendment that is passed by the United 06 States Congress. 07 COPIES of this resolution shall be sent to the Honorable Bill Clinton, President of the 08 United States; the Honorable Al Gore Jr., Vice-President of the United States and President 09 of the U.S. Senate; to the Honorable Strom Thurmond, President Pro Tempore of the U.S. 10 Senate; to the Honorable Newt Gingrich, Speaker of the U.S. House of Representatives; to 11 the Honorable Ted Stevens and the Honorable Frank Murkowski, U.S. Senators, and the 12 Honorable Don Young, U.S. Representative, members of the Alaska delegation in Congress; 13 and to the presiding officer of each house of each state of the United States.
