00HOUSE CONCURRENT RESOLUTION NO. 13 01 Proposing an amendment to Rule 37(a) of the Uniform Rules of the Alaska State 02 Legislature relating to introduction and sponsorship of measures; and providing 03 for an effective date. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Rule 37(a) of the Uniform Rules of the Alaska State Legislature is amended 06 to read: 07  (a) Any member, group of members, standing, special, or joint committee may 08 introduce as prime sponsor a bill or resolution, subject to the provisions of these 09 Uniform Rules. While a measure introduced by a member or group of members 10 is in the first house, another member of that house may be designated as a prime 11 or cosponsor of the measure with the consent of the other prime sponsor or prime 12 sponsors. After a measure is in the second house, a member of that house may 13 be added as a cross-cosponsor. A measure [BILL] must be introduced, in proper 14 form as approved by the enrolling secretary of the legislature, with the original and

01 two carbon copies delivered to the chief clerk or secretary. The measure [BILL] is 02 then assigned a number which it retains through subsequent changes and substitutions. 03 The measure [BILL] is considered formally introduced when the clerk or secretary 04 reads the heading and title aloud in open session (first reading). Measures [BILLS] 05 may be introduced through the Rules Committees by the governor and the permanent 06 interim committees pursuant to provisions of law. 07 * Sec. 2. The amendment proposed by this resolution takes effect immediately.
