01 "An Act relating to determination by executive branch agencies of the costs of                                          
02 reviewing, adopting, amending, and repealing regulations."                                                              
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  COSTS OF ADOPTING REGULATIONS.  (a)  Each agency with the                                              
05 authority to adopt regulations shall determine the direct and indirect costs of considering                             
06 regulation changes and of adopting, amending, and repealing regulations incurred by the                                 
07 agency during the period beginning July 1, 1996, and ending June 30, 1997.  Each agency that                            
08 reviews proposed regulation changes of another agency shall determine the direct and indirect                           
09 costs of reviewing and commenting on proposed changes incurred by the reviewing agency                                  
10 during the period beginning July 1, 1996, and ending June 30, 1997.  By December 1, 1997,                               
11 a report of the costs determination made under this subsection shall be submitted to the                                
12 governor and the legislature.                                                                                           
13  (b)  In this section, "agency" means a department, division, or other governmental unit                                
14 of the executive branch of state government including a board, commission, authority, or
