00HOUSE BILL NO. 165 01 "An Act relating to membership on the Board of Fisheries." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 16.05.221(a) is repealed and reenacted to read: 04  (a) For purposes of the conservation and development of the fishery resources 05 of the state, there is created the Board of Fisheries composed of seven members 06 appointed by the governor, subject to confirmation by a majority of the members of 07 the legislature in joint session. The governor shall appoint each member on the basis 08 of interest in public affairs, good judgment, knowledge, and ability in the field of 09 action of the board, and with a view to providing diversity of interest and points of 10 view in the membership. The appointed members shall be residents of the state and 11 shall be appointed without regard to political affiliation. The commissioner is not a 12 member of the Board of Fisheries, but shall be ex officio secretary. The members of 13 the board shall include 14  (1) at least one person, but not more than two persons, who reside in

01 each of the following general regions of the state: southeast, southcentral, western, 02 interior, and Arctic; and 03  (2) at least 04  (A) one person, but not more than two persons, from each of 05 the following groups: commercial fishermen, subsistence fishermen, personal 06 use fishermen, and sport fishermen; a person may not be appointed as a 07 member of more than one group of fishermen; if a person is qualified to be 08 appointed from more than one group of fishermen, the governor shall designate 09 the group from which the person is appointed; and 10  (B) one person, but not more than three persons, who are public 11 members who do not have a vested economic interest in the utilization of the 12 fishery resources of the state.
