00SENATE SPECIAL CONCURRENT RESOLUTION NO. 1                                                                              
01 Disapproving Executive Order No. 86.                                                                                    
02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
03  WHEREAS the Governor, under the authority of art. III, sec. 23, Constitution of the                                    
04 State of Alaska, proposes to eliminate the division of fisheries rehabilitation, enhancement and                        
05 development (FRED) within the Department of Fish and Game; and                                                          
06  WHEREAS the elimination of the FRED division may result in the transfer of the                                         
07 duties, functions, and personnel of the FRED division to the division of commercial fisheries                           
08 as one consolidated division; and                                                                                       
09  WHEREAS the Department of Fish and Game has formed a planning group charged                                            
10 with the responsibility of determining the organizational structure of the new consolidated                             
11 division; and                                                                                                           
12  WHEREAS the organizational structure of the new consolidated division may                                              
13 centralize regional offices that could reduce activities in the field; and                                              
14  WHEREAS the department has not demonstrated any cost savings to the state from                                         

01 this consolidation; and                                                                                                 
02  WHEREAS art. III, sec. 23, Constitution of the State of Alaska, provides that unless                                   
03 disapproved within 60 days of a regular session by resolution concurred in by a majority of                             
04 the members of the legislature in joint session, an executive order becomes effective at a date                         
05 designated by the Governor;                                                                                             
06  BE IT RESOLVED by the Alaska State Legislature that Executive Order No. 86 is                                          
07 disapproved.
