SCR 11: Proposing amendments to the Uniform Rules of the Alaska State Legislature relating to certain committee meetings held outside of the state capital and to recess of the legislature during the period the meetings are held; and providing for an effective date.

00SENATE CONCURRENT RESOLUTION NO. 11 01 Proposing amendments to the Uniform Rules of the Alaska State Legislature 02 relating to certain committee meetings held outside of the state capital and to 03 recess of the legislature during the period the meetings are held; and providing 04 for an effective date. 05 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 Section 1. The Uniform Rules of the Alaska State Legislature are amended by adding 07 a new rule to read: 08  RULE 23A. COMMITTEE MEETINGS HELD OUTSIDE OF THE STATE 09 CAPITAL. (a) Each standing committee shall hold at least one meeting at a location 10 outside of the state capital during the period beginning with the 61st day of each 11 regular session and ending on and including the 70th day. Committee chairs shall 12 coordinate the scheduling of meetings held under this rule so that a meeting of a 13 standing committee is held in as many different locations in the state as possible. 14  (b) Notwithstanding Uniform Rule 23, written notice of the time, place, and

01 subject matter of a meeting held under this rule shall be provided by the person who 02 chairs the committee to the chief clerk or secretary by 4:00 p.m. of the 50th day of the 03 regular session. Changes to the time, place, or subject matter of a meeting held under 04 this rule may not be made unless the person who chairs the committee determines that 05 the change is essential to the conduct of the business of the committee. Notice of a 06 change shall be provided to the chief clerk or secretary by 4:00 p.m. of the 55th day 07 of the session. The chief clerk or secretary shall publish and distribute copies of the 08 schedule of meetings held under this rule and of changes to that schedule. 09  (c) A committee may report a bill out of committee during a meeting held 10 under this rule. However, a member attending the meeting by teleconference who is 11 not physically present at the location of the meeting may not vote to report the bill out 12 of committee. 13  (d) Subject to Sec. 10, Art. II of the State Constitution, each house of the 14 legislature shall remain in recess during the period meetings are scheduled under this 15 rule. 16 * Sec. 2. Rule 52 of the Uniform Rules of the Alaska State Legislature is amended by 17 adding a new subsection to read: 18  (b) Before the 40th day of each regular session each body shall consider the 19 question of concurring in a recess in excess of three days by the other body during the 20 period beginning with the 61st day of the session and ending on and including the 70th 21 day for the purpose of holding committee meetings outside of the state capital under 22 Rule 23A. 23 * Sec. 3. The amendments proposed by this resolution take effect on the convening of the 24 First Session of the Nineteenth Alaska State Legislature.
