00CS FOR SENATE BILL NO. 246(FIN) 01 "An Act permitting the use of reimbursable service agreements and other 02 agreements between state agencies to finance the provision of services if the 03 agency that requires the service has the authority to obtain or provide the 04 service and has an appropriation that may be used for that purpose and if the 05 agency that provides the service bills the agency administering the funds available 06 for that service based on the actual cost to provide the service or a cost 07 allocation method approved by the office of management and budget." 08 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 09 * Section 1. AS 37.07.080(e) is amended to read: 10  (e) Transfers or changes between objects of expenditures or between 11 allocations may be made by the head of an [A STATE] agency upon approval of the 12 office. Transfers may not be made between appropriations except as provided in an 13 act making the transfers between appropriations. However, a reimbursable service 14 agreement or other agreement may be used to finance the provision of a service

01 if 02  (1) the agency that requires the service has, by law, the authority 03 to obtain or provide the service and has an appropriation that may be used for 04 that purpose; and 05  (2) the agency that provides the service bills the agency 06 administering the funds available for that service based on 07  (A) the actual cost to provide the service; or 08  (B) a cost allocation method approved by the office.
