00SENATE BILL NO. 140 01 "An Act relating to the charging, prosecuting, and sentencing of certain minors 02 concerning offenses of murder in the first degree, attempted murder in the first 03 degree, murder in the second degree, and certain other offenses; and providing 04 for an effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. AS 47.10.010 is amended by adding a new subsection to read: 07 (e) Except as provided in this subsection, when a minor who is 16 years of age 08 or older is arraigned on a charge of murder in the first degree, attempted murder in the 09 first degree, or murder in the second degree, AS 47.10.020 - 47.10.090 do not apply 10 to the offense and any additional offenses joinable under the applicable rules of court 11 governing criminal procedure. Instead, such a minor shall be charged, prosecuted, and 12 sentenced in the superior court in the same manner as an adult. 13 * Sec. 2. APPLICABILITY. The changes made by this Act apply only to offenses 14 committed on or after July 1, 1993. An offense committed before July 1, 1993 shall be
01 adjudicated or prosecuted under the provisions of law existing at the time that the offense was 02 committed. 03 * Sec. 3. This Act takes effect July 1, 1993.
