00SENATE BILL NO. 131 01 "An Act directing the preparation of a preliminary report that identifies and 02 delineates one or more transportation and utility corridors between Fairbanks and 03 the Seward Peninsula for road, rail, pipeline, and electrical transmission purposes; 04 and providing for an effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. FAIRBANKS - SEWARD PENINSULA TRANSPORTATION AND 07 UTILITY CORRIDOR. (a) Not later than April 1, 1995, the northern region of the 08 Department of Transportation and Public Facilities shall prepare a preliminary report that 09 identifies and delineates one or more proposed transportation and utility corridors between 10 Fairbanks and the western end of the Seward Peninsula. A corridor shall be sufficient to 11 accommodate construction of 12 (1) a road; 13 (2) an extension of the Alaska Railroad; 14 (3) oil, natural gas, or coal slurry pipelines, or any of them; and

01 (4) an electrical transmission line. 02 (b) In performing the work required by (a) of this section, 03 (1) the railroad alignment and identification of a railroad right-of-way of not 04 less than 500 feet shall guide the identification and delineation of the corridor; and 05 (2) the northern region shall consider the following factors: 06  (A) grade and alignment standards that are commensurate with rail and 07 road construction standards; 08  (B) availability of construction materials; 09  (C) safety; 10  (D) service to adjacent communities; 11  (E) significant environmental concerns; 12  (F) use of public land to the maximum degree possible; 13  (G) minimization of probable construction costs; and 14  (H) alignment with rights-of-way identified by territorial and state 15 officials for construction of highways over public land not reserved for public 16 use, as authorized by former 43 U.S.C. 932 (Revised Statutes sec. 2477). 17 (c) Notwithstanding AS 19.10.170(b), in the identification and delineation of one or 18 more corridors under (a) of this section, the northern region of the department 19 (1) shall use aerial surveying methods to the maximum degree possible; 20 (2) except for contracts necessary under (1) of this subsection, may not contract 21 for surveying, mapping, and engineering and design services; the northern region of the 22 Department of Transportation and Public Facilities shall perform all work using personnel 23 employed by that department. 24 (d) In this section, "corridor" means a transportation and utility corridor required to 25 be identified and delineated by (a) of this section. 26 * Sec. 2. This Act takes effect immediately under AS 01.10.070(c).
