00CS FOR SENATE BILL NO. 100(FIN) am 01 "An Act making supplemental and special appropriations for the expenses of state 02 government; making, amending, and repealing capital and operating appropriations; 03 and providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. The unexpended and unobligated balance, not to exceed $250,000, of the 06 appropriation made in sec. 146(a), ch. 96, SLA 1991, as amended by sec. 54, ch. 5, FSSLA 07 1992, (national education effort for opening the Arctic National Wildlife Refuge - $3,000,000) 08 is repealed and reappropriated to the Office of the Governor for payment as a grant under 09 AS 37.05.316 to Arctic Power, Inc., for promotion of the opening of the Arctic National 10 Wildlife Refuge to oil and gas development. 11 * Sec. 2. Section 54, ch. 5, FSSLA 1992, is amended to read: 12 Sec. 54. The sum of $300,000 is appropriated from the general fund to the Department 13 of Administration, public defender agency, for increased operating costs for the fiscal year 14 ending June 30, 1993. 15 * Sec. 6. The sum of $138,400 is appropriated from the general fund to the Department of 16 Administration for operating costs of the rural Alaska television network for the fiscal year 17 ending June 30, 1993. 18 * Sec. 7. The sum of $49,000 is appropriated from the general fund to the Department of 19 Administration, division of personnel, for increased operating costs of the personnel board for 20 the fiscal year ending June 30, 1993. 21 * Sec. 8. The sum of $500,000 is appropriated from the general fund to the Department 22 of Administration, office of public advocacy, for operating costs due to increased caseload for 23 the fiscal year ending June 30, 1993. 24 * Sec. 9. The sum of $30,400 is appropriated from the general fund to the Department of 25 Administration for increased costs of the elected public officials retirement system due to 26 health insurance premium increases and additional retirees receiving benefits for the fiscal year 27 ending June 30, 1993. 28 * Sec. 10. The sum of $642,900 is appropriated from the general fund to the Department 29 of Administration for additional lease costs in the leasing program for the fiscal year ending 30 June 30, 1993. 31 * Sec. 11. The sum of $8,800,000 is appropriated to the Department of Law to pay
01 continuing costs for legal proceedings involving oil and gas revenue due or paid to the state 02 or state title to oil and gas land for the fiscal year ending June 30, 1993, from the following 03 sources: 04 General fund $6,600,000 05 Permanent Fund Corporation receipts 2,200,000 06 * Sec. 12. The sum of $280,000 is appropriated from the general fund to the Department 07 of Law for outside counsel in the telecommunications joint proceeding before the Federal 08 Communications Commission and the Alaska Public Utilities Commission for the fiscal year 09 ending June 30, 1993. 10 * Sec. 13. The sum of $35,000 is appropriated from the general fund to the Department 11 of Law for implementation of the 1992 subsistence law (ch. 1, SSSLA 1992) for the fiscal 12 year ending June 30, 1993. 13 * Sec. 14. The sum of $309,800 is appropriated from the general fund to the Department 14 of Law to pay judgments and claims against the state for the fiscal year ending June 30, 1993. 15 * Sec. 15. The sum of $28,100 is appropriated from the general fund to the Department 16 of Law for costs associated with a regulations attorney for the fiscal year ending June 30, 17 1993. 18 * Sec. 16. The sum of $400,000 is appropriated from the general fund to the Department 19 of Law for increased prosecution costs for the fiscal year ending June 30, 1993. 20 * Sec. 17. The sum of $284,500 is appropriated from the mental health trust income 21 account in the general fund to the Department of Law for court ordered payment of costs 22 incurred by the plaintiff in Weiss v. State. 23 * Sec. 18. The sum of $225,000 is appropriated from the general fund to the Department 24 of Revenue for revenue operations costs relating to increased audit activities for the fiscal year 25 ending June 30, 1993. 26 * Sec. 19. The sum of $4,101,700 is appropriated from the general fund to the Department 27 of Education for the public school foundation program (AS 14.17) for increased student 28 enrollment for the fiscal year ending June 30, 1993. 29 * Sec. 20. The sum of $98,462 is appropriated from the general fund to the Department 30 of Education, postsecondary education commission, WAMI medical education program, to pay 31 for operating costs for the fiscal year ending June 30, 1993.

The over-expenditures by the Department of Education reflected by the negative 02 balance of accounts within appropriations identified by the Alaska State Accounting System 03 AR numbers set out below, are ratified. The sum of $1,222,931 is appropriated from the general fund to the Department
01 of Transportation and Public Facilities for snow removal, ice control, and maintenance-related 02 activities associated with the Dalton Highway and the aviation program for the fiscal year 03 ending June 30, 1993. 04 * Sec. 48. Expenditures during fiscal years 1985 - 1992 by the Department of 05 Transportation and Public Facilities related to supply and inventory asset accounts within the 06 Alaska State Accounting System are ratified. 07 * Sec. 49. The June 30, 1993, lapse date specified for the appropriations and allocations 08 made by sec. 44, ch. 136, SLA 1992, page 70, line 11; page 71, line 13; page 72, lines 8 and 09 17; page 73, line 8; and page 74, line 6 is extended to August 31, 1993, and the unexpended 10 and unobligated balances of the appropriations and allocations lapse August 31, 1993, into the 11 funds from which appropriated. 12 * Sec. 50. The sum of $4,700,000 is appropriated from the general fund to the Department 17 of Corrections, statewide operations, for the fiscal year ending June 30, 1993. 18 * Sec. 59. The sum of $275,000 is appropriated from the general fund to the University 19 of Alaska for costs associated with additional snow removal for the fiscal year ending June 30, 20 1993. 21 * Sec. 60. The sum of $1,150,000 is appropriated from the general fund to the University 22 of Alaska to pay the settlement agreement and legal costs associated with Dix, et al., v. 23 University of Alaska (case No. 4FA-89-1910) for the fiscal year ending June 30, 1993. 24 * Sec. 61. The sum of $19,900 is appropriated from the general fund/mental health receipts 25 to the Alaska Court System for personnel costs associated with the workload of State v. Weiss 26 (mental health trust) for the fiscal year ending June 30, 1993. 27 * Sec. 62.
