01 "An Act making special appropriations for grants for educating the public and                                           
02 lobbying to open the 1002(h) study area of the Arctic National Wildlife Refuge                                          
03 to natural resource exploration and development; and providing for an effective                                         
04 date."                                                                                                                  
05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
06    * Section 1.  (a)  Contingent on the grant recipient having raised, in the period beginning                          
07 July 1, 1993, and ending June 30, 1995, at least $250,000 in contributions from private,                                
08 nongovernmental sources, the sum of $250,000 is appropriated from the general fund to the                               
09 Department of Commerce and Economic Development for payment as a grant under                                            
10 AS 37.05.316 to Arctic Power! for expenses of educating the public and lobbying for federal                             
11 legislation to permit the exploration and development of natural resources in the 1002(h) study                         
12 area of the Arctic National Wildlife Refuge.                                                                            
13  (b)  Contingent on the grant recipient having raised, in the period beginning July 1,                                  
14 1993, and ending June 30, 1995, at least $500,000 in contributions from private,                                        

01 nongovernmental sources, the sum of $250,000 is appropriated from the general fund to the                               
02 Department of Commerce and Economic Development for payment as a grant under                                            
03 AS 37.05.316 to Arctic Power! for expenses of educating the public and lobbying for federal                             
04 legislation to permit the exploration and development of natural resources in the Arctic                                
05 National Wildlife Refuge.                                                                                               
06  (c)  Contingent on the grant recipient having raised, in the period beginning July 1,                                  
07 1993, and ending June 30, 1995, at least $750,000 in contributions from private,                                        
08 nongovernmental sources, the sum of $250,000 is appropriated from the general fund to the                               
09 Department of Commerce and Economic Development for payment as a grant under                                            
10 AS 37.05.316 to Arctic Power! for expenses of educating the public and lobbying for federal                             
11 legislation to permit the exploration and development of natural resources in the Arctic                                
12 National Wildlife Refuge.                                                                                               
13  (d)  Contingent on the grant recipient having raised, in the period beginning July 1,                                  
14 1993, and ending June 30, 1995, at least $1,000,000 in contributions from private,                                      
15 nongovernmental sources, the sum of $250,000 is appropriated from the general fund to the                               
16 Department of Commerce and Economic Development for payment as a grant under                                            
17 AS 37.05.316 to Arctic Power! for expenses of educating the public and lobbying for federal                             
18 legislation to permit the exploration and development of natural resources in the Arctic                                
19 National Wildlife Refuge.                                                                                               
20    * Sec. 2.  The appropriations made by this Act lapse into the general fund June 30, 1995.                            
21    * Sec. 3.  This Act takes effect July 1, 1993.
