00HOUSE SPECIAL CONCURRENT RESOLUTION NO. 2 01 Disapproving Executive Order No. 87. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS the Governor, under the authority of art. III, sec. 23, Constitution of the 04 State of Alaska, has proposed to transfer state facility leasing and management functions from 05 the Department of Administration and other agencies to the Department of Transportation and 06 Public Facilities; and 07 WHEREAS, although the Department of Transportation and Public Facilities currently 08 has some planning authority relating to state facilities in general, the primary functions of the 09 Department of Transportation and Public Facilities are the planning, design, construction, and 10 maintenance of transportation modes and transportation facilities; and 11 WHEREAS the functions proposed for transfer, leasing and management, are primarily 12 administrative functions that apply to state facilities in general; and 13 WHEREAS the legislature believes that it is in the best interest of the state to retain 14 in their existing agencies the state facility leasing and management functions that are proposed
