00HOUSE RESOLUTION NO. 7                                                                                                  
01 Relating to the state's settlements with the dairy farmers at Point MacKenzie.                                          
02 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:                                                                         
03  WHEREAS the state administration has made financial settlements with some, but not                                     
04 all, of the Point MacKenzie dairy farmers; and                                                                          
05  WHEREAS, based on the April 1992 investigative report made by the Office of the                                        
06 Ombudsman on the Point MacKenzie settlements, it appears that the settlements may have                                  
07 been reached by using different process guidelines and performance standards; and                                       
08  WHEREAS it would be helpful to the House of Representatives if the Department of                                       
09 Law reviewed the report's findings and recommendations, including the proposed mitigating                               
10 solutions, regarding the equity and consistency of the process guidelines and performance                               
11 standards used to reach the settlements;                                                                                
12  BE IT RESOLVED that the House of Representatives respectfully requests the                                             
13 Governor to direct the Department of Law to review the April 1992 report by the Office of                               
14 the Ombudsman on the Point MacKenzie settlements, to consider the recommendations,                                      

01 including the mitigating solutions, made by the Office of the Ombudsman regarding the equity                            
02 and consistency of the process guidelines and performance standards used to reach the                                   
03 settlements, and to make recommendations to the Legislative Budget and Audit Committee                                  
04 on the implementation of the recommendations in the report.
