00HOUSE JOINT RESOLUTION NO. 22 01 Proposing amendments to the Constitution of the State of Alaska relating to 02 membership of the legislature. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article II, sec. 1, Constitution of the State of Alaska, is amended to read: 05  SECTION 01. LEGISLATIVE POWER; MEMBERSHIP. The legislative 06 power of the State is vested in a legislature consisting of a senate with a membership 07 of twenty-five [TWENTY] and a house of representatives with a membership of fifty 08 [FORTY]. 09 * Sec. 2. Article VI, sec. 4, Constitution of the State of Alaska, is amended to read: 10  SECTION 04. METHOD. Reapportionment shall be by the method of equal 11 proportions, except that each election district having the major fraction of the quotient 12 obtained by dividing total civilian population by fifty [FORTY] shall have one 13 representative. 14 * Sec. 3. Article VI, sec. 6, Constitution of the State of Alaska, is amended to read:

01  SECTION 06. REDISTRICTING. The governor may further redistrict by 02 changing the size and area of election districts, subject to the limitations of this article. 03 Each new district so created shall be formed of contiguous and compact territory 04 containing as nearly as practicable a relatively integrated socio-economic area. Each 05 shall contain a population at least equal to the quotient obtained by dividing the total 06 civilian population by fifty [FORTY]. Consideration may be given to local 07 government boundaries. Drainage and other geographic features shall be used in 08 describing boundaries wherever possible. 09 * Sec. 4. Article XV, Constitution of the State of Alaska, is amended by adding a new 10 section to read: 11  SECTION 29. APPLICATION OF AMENDMENT: MEMBERSHIP OF 12 LEGISLATURE. The 1994 amendments to Article II, Section 1 and Article VI, 13 Sections 4 and 6, increasing the membership in the legislature apply during the 14 Twentieth Session of the Alaska State Legislature and thereafter. Before July 1, 1995, 15 the governor shall reapportion the legislature to comply with the 1994 amendments. 16 * Sec. 5. The amendments proposed by this resolution shall be placed before the voters of 17 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 18 State of Alaska, and the election laws of the state.
