00HOUSE CONCURRENT RESOLUTION NO. 36 01 Suspending Uniform Rules 24(c), 35, 41(b), and 42(e) of the Alaska State 02 Legislature concerning Senate Bill No. 247, relating to state leases and to state 03 lease-purchase and lease-financing agreements. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 That under Rule 54 of the Uniform Rules of the Alaska State Legislature, the 06 provisions of Rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules, regarding changes to the 07 title of a bill, are suspended in consideration of Senate Bill No. 247, so that the title is "An 08 Act making subject to prior legislative approval contracts entered into or renewed by the 09 executive branch of state government, the legislative council, the Alaska Court System, and, 10 with certain exceptions, the University of Alaska for the lease of real property if the lease has 11 an annual rent payable that is anticipated to exceed $500,000 or has total payments that 12 exceed $2,500,000 for the term of the lease, including any renewal options that are defined 13 in the lease; prohibiting these entities from entering into or renewing a lease of real property 14 if any or all renewal periods in the lease exceed the original term of the lease; making subject

01 to prior legislative approval lease-purchase agreements that may be entered into by these 02 entities to acquire real property, other than lease-purchase agreements to refinance outstanding 03 balances on existing lease-purchase agreements and lease-purchase agreements secured by 04 University of Alaska student fees and university receipts; authorizing these entities to enter 05 into lease-purchase agreements only in the capacity of lessee under the proposed lease-purchase agreement; defining 06 procedures that these entities must follow when considering 07 whether or not to enter into lease-purchase agreements, setting limits on the duration of these 08 agreements; providing definitions for applicable terms; and repealing a legislative authorization 09 previously given for acquisition of a facility through a lease-purchase agreement; and 10 providing for an effective date."
