HCR 14: Creating the Commission for Long-Range Financial Planning.

00HOUSE CONCURRENT RESOLUTION NO. 14 01 Creating the Commission for Long-Range Financial Planning. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS, at the current level of state spending, it is anticipated that the revenue 04 of the state will soon not be able to meet state expenditures; and 05 WHEREAS income, expenditures, budget reductions, the future of the permanent fund, 06 land status, economic development, taxes, transition funds, loan programs, welfare programs, 07 housing programs, and other similar items are topics that will likely be considered by the 08 legislature in the coming years; and 09 WHEREAS the citizens of the state should have an opportunity to consider these 10 topics while developing a long-range financial plan for the state; and 11 WHEREAS it would be beneficial to the state and its citizens to establish a 5 to 10-year financial plan that 12 organizes the state's approach to the handling of its finances; and 13 WHEREAS the citizens of the state should have the opportunity to actively participate 14 in the formation of this long-range financial plan;

01 BE IT RESOLVED that the Alaska State Legislature establishes the Commission for 02 Long-Range Financial Planning in order to develop a financial plan for the state for the next 03 5 to 10 years; and be it 04 FURTHER RESOLVED that the commission shall consist of the following members: 05 (1) the chair or a co-chair of the senate finance committee; 06 (2) the chair or a co-chair of the house finance committee; 07 (3) a member of the minority organizational caucus as defined in 08 AS 24.60.130(n), if any, in the senate; 09 (4) a member of the minority organizational caucus as defined in 10 AS 24.60.130(n), if any, in the house of representatives; 11 (5) the commissioner of revenue or the commissioner's designee; 12 (6) the director of the office of management and budget; 13 (7) a representative of the oil industry; 14 (8) a representative of local government from a municipality of 60,000 or more 15 persons; 16 (9) one representative of local government from a municipality that has 25,000 17 or more persons but less than 60,000 persons; 18 (10) one individual from the unorganized borough; 19 (11) a representative of the field of education; 20 (12) a representative of the business community; 21 (13) a representative from a labor union; 22 (14) a representative from a nonprofit organization that provides primarily 23 social services; 24 (15) a representative from a nonprofit organization that does not provide 25 primarily social services; 26 (16) a representative of the fishing industry; 27 (17) a representative of the natural resources extraction industry other than oil 28 and gas; 29 (18) a representative from an environmental organization; 30 (19) a representative from the Institute of Social and Economic Research of 31 the University of Alaska;

01 (20) a representative from a Native corporation; 02 (21) a representative of the tourism industry; and 03 (22) five members of the public selected to provide a geographically balanced 04 representation of the state; and be it 05 FURTHER RESOLVED that the presiding officer of each house of the legislature 06 shall each appoint the members from the house of the presiding officer and one-half of the 07 other undesignated members of the commission; and be it 08 FURTHER RESOLVED that the commission shall select a chair and vice-chair from 09 among the members of the commission, may meet during and between the sessions of the 10 Eighteenth Alaska State Legislature, and may meet and vote by teleconference; and be it 11 FURTHER RESOLVED that the members of the commission serve without 12 compensation but are entitled to travel expenses and per diem as authorized under 13 AS 39.20.180 for boards and commissions; and be it 14 FURTHER RESOLVED that the commission shall 15 (1) identify the sources of state revenue available to fund the state budget each 16 year; 17 (2) investigate and identify the approaches that can be taken to establish a 18 budget for the state each year, including budgeting based on actual revenue received and 19 budgeting based on projections of future revenue; 20 (3) investigate and identify the approaches that can be taken to balance the 21 budget each year, including any taxes and service cuts that are advisable; and 22 (4) prepare and deliver a preliminary report to the legislature by January 2, 23 1994, and a final report before the convening of the Nineteenth Alaska State Legislature, of 24 the findings and recommendations of the commission for a financial plan for the state for the 25 next 5 to 10 years; and be it 26 FURTHER RESOLVED that the commission is authorized to begin work immediately 27 and is terminated upon the convening of the First Regular Session of the Nineteenth Alaska 28 State Legislature.
