00HOUSE CONCURRENT RESOLUTION NO. 4 01 Relating to management of Alaska wildlife and fish resources. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS the wildlife and fish of Alaska are important renewable resources that 04 must be properly managed; and 05 WHEREAS sport hunters, sport fishers, and trappers contributed $11,400,000 toward 06 the management of wildlife and fish in Alaska through the purchase of sport hunting, sport 07 fishing, and trapping licenses in 1992; and 08 WHEREAS sport hunters, sport fishers, and trappers have contributed more than 09 $100,000,000 toward the management of wildlife and fish in Alaska through the purchase of 10 sport hunting, sport fishing, and trapping licenses since 1980; and 11 WHEREAS the federal Pittman-Robertson Act (16 U.S.C. 669 - 669i) and the federal 12 Dingell-Johnson/Wallop-Breaux Act (16 U.S.C. 777 - 777l) have provided tens of millions of 13 dollars, collected from a federal excise tax on sport hunting and sport fishing equipment, to 14 the State of Alaska for wildlife and fish management projects; and

01 WHEREAS many non-Alaskans would like to advise the State of Alaska on the 02 management of wildlife and fish in Alaska; and 03 WHEREAS many nonhunters, nonfishers, and nontrappers consider themselves to be 04 nonconsumptive users of Alaska wildlife and fish, but they are in fact consumptive users of 05 wildlife and fish because they also live on this planet and affect and displace wildlife and fish; 06 and 07 WHEREAS nonhunters, nonfishers, and nontrappers do not contribute financially 08 toward the cost of wildlife and fish management programs in Alaska; and 09 WHEREAS nonhunters, nonfishers, and nontrappers should be given the opportunity 10 to contribute financially toward the cost of wildlife and fish management programs in Alaska; 11 and 12 WHEREAS the Department of Commerce and Economic Development, division of 13 tourism, expresses grave concern about the opinion of the people of the world regarding the 14 soundness of wildlife management programs in Alaska; 15 BE IT RESOLVED by the Alaska State Legislature that there are no nonconsumptive 16 users of wildlife and fish in Alaska; and be it 17 FURTHER RESOLVED by the Alaska State Legislature that persons who are 18 interested in the management of the wildlife and fish of Alaska but who do not purchase sport 19 hunting, sport fishing, or trapping licenses should be given the opportunity to contribute 20 financially to the support of wildlife and fish management programs in Alaska and to show 21 their sincere concern for the wildlife and fish of Alaska; and be it 22 FURTHER RESOLVED that the Alaska State Legislature encourages the Department 23 of Commerce and Economic Development, division of tourism, to issue a token license "to 24 advise the State of Alaska on the management of wildlife and fish resources."
