00HOUSE CONCURRENT RESOLUTION NO. 3                                                                                       
01 Proposing an amendment to the Uniform Rules of the Alaska State Legislature                                             
02 relating to deadlines for session work; and providing for an effective date.                                            
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1.  The Uniform Rules of the Alaska State Legislature are amended by adding                                
05 a new rule to read:                                                                                                     
06  RULE 56.  SESSION SCHEDULE.  (a)  The following schedule applies during                                               
07 a first and second session to consideration of a bill:                                                                  
08   (1)  the house of origin may not calendar a bill for second reading after                                            
09 the 105th legislative day of a first session or after the 90th legislative day of a second                              
10 session;                                                                                                                
11   (2)  a bill may not be transmitted by the house of origin to the second                                              
12 house after the 110th legislative day of a first session or the 95th legislative day of a                               
13 second session;                                                                                                         
14   (3)  the second house may not calendar a bill for first or second reading                                            

01 after the 113th legislative day;                                                                                        
02   (4)  a bill may not be transmitted by the second house to the house of                                               
03 origin after the 115th legislative day;                                                                                 
04   (5)  a report of a Conference Committee, Conference Committee with                                                   
05 limited powers of free conference, or Free Conference Committee may not be                                              
06 submitted after the 117th legislative day.                                                                              
07  (b)  An appropriation bill or a committee substitute for an appropriation bill                                        
08 may not be voted on by a house until at least 24 hours after it is duplicated and                                       
09 delivered to the chief clerk or secretary of the house for distribution to each member.                                 
10 The chief clerk or secretary shall certify the time of delivery of the report for recording                             
11 in the journal.                                                                                                         
12  (c)  This rule may be suspended by a concurrent resolution approved by                                                
13 majority vote in each house.  Notwithstanding Uniform Rule 49, this rule does not                                       
14 apply to joint or other resolutions.                                                                                    
15    * Sec. 2.  The amendment proposed by this resolution takes effect on the convening of the                            
16 Second Session of the Eighteenth Alaska State Legislature.
