00HOUSE CONCURRENT RESOLUTION NO. 2                                                                                       
01 Proposing an amendment to the Uniform Rules of the Alaska State Legislature                                             
02 relating to deadlines for session work; and providing for an effective date.                                            
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1.  The Uniform Rules of the Alaska State Legislature are amended by adding                                
05 a new rule to read:                                                                                                     
06  RULE 56.  SESSION SCHEDULE.  (a)  The following schedule applies to                                                   
07 consideration of a bill during a first regular or second regular session:                                               
08   (1)  the house of origin may not calendar a bill for second reading after                                            
09 the 90th legislative day;                                                                                               
10   (2)  a bill may not be transmitted by the house of origin to the second                                              
11 house after the 95th legislative day;                                                                                   
12   (3)  the second house may not calendar a bill for first or second reading                                            
13 after the 114th legislative day;                                                                                        
14   (4)  a bill may not be transmitted by the second house to the house of                                               

01 origin after the 117th legislative day;                                                                                 
02   (5)  a report of a Conference Committee, Conference Committee with                                                   
03 limited powers of free conference, or Free Conference Committee may not be                                              
04 submitted after the 118th legislative day.                                                                              
05  (b)  Notwithstanding Uniform Rule 49(5), this rule does not apply to joint                                            
06 resolutions or other types of resolutions.  This rule may be suspended by a concurrent                                  
07 resolution approved by majority vote in each house.                                                                     
08    * Sec. 2.  The amendment proposed by this resolution takes effect on the convening of the                            
09 Second Session of the Eighteenth Alaska State Legislature.
