AS 16.05.340(b) is amended to read:

01  (b) The commissioner may issue without cost a permit to collect fish and 02 game, including fur animals, subject to limitations and provisions that are appropriate, 03 for a scientific, propagative, or educational purpose. The commissioner also may issue 04 a permit for the collection of bivalve spat for use in connection with an aquatic farm. 05 In addition, the commissioner shall issue a permit for the collecting of wild fur animals 06 for improving the genetic stock of fur farm animals. Permits issued under this 07 subsection shall be in accordance with current sustained yield management practices 08 for the species of wild game for which the permit is requested. The annual permit fee 09 for an Alaska resident to collect wild fur animals for fur farming purposes is the same 10 as the fee for the annual resident trapping license [TRAPPERS]. 11 * Sec. 8. AS 16.05.340(d) is amended to read: 12  (d) Members of the military service on active duty who are permanently 13 stationed in the state, and their dependents, who do not qualify as residents under 14 AS 16.05.940, may obtain annual special nonresident military small game and sport 15 fishing licenses at the rates for annual resident hunting and sport fishing licenses, but 16 may not take a big game animal without previously purchasing a regular nonresident 17 hunting license and a numbered, nontransferable appropriate tag, issued at one-half of 18 the nonresident rate, under (a)(15) of this section. 19 * Sec. 9. AS 16.05.341 is amended to read: 20  Sec. 16.05.341. FREE LICENSE FOR DISABLED VETERANS. A person 21 may receive an annual [A] resident hunting and sport fishing license under 22 AS 16.05.340(a)(5) without charge if the person 23  (1) has been discharged from military service under honorable 24 conditions, is eligible for a loan under AS 18.56.101, and is certified by the United 25 States Veterans' Administration as having incurred a 50 percent or greater disability 26 during military service; or 27  (2) served in the Alaska Territorial Guard, is eligible for a loan under 28 AS 18.56.101, and incurred a 50 percent or greater disability while serving in the 29 Alaska Territorial Guard. 30 * Sec. 10. AS 16.05.350 is amended to read: 31  Sec. 16.05.350. EXPIRATION OF LICENSES AND TAGS. (a) Licenses and

01 tags required under AS 16.05.330 - 16.05.430, except biennial and triennial licenses, 02 the nonresident special sport fishing license, the resident trapping license, the one, 03 three, or 14-day nonresident anadromous king salmon tag, and the waterfowl 04 conservation tag, expire at the close of December 31 following issuance. 05  (b) Biennial licenses expire after December 31 of the year following the year 06 of issuance. Triennial licenses expire after December 31 of the second year 07 following the year of issuance. This subsection does not apply to a resident 08 trapping license. 09  (c) The annual resident trapping license expires at the close of September 30 10 of the year following the year in which the license is issued. The biennial resident 11 trapping license expires at the close of September 30 of the second year following 12 the year in which the license is issued. The triennial resident trapping license 13 expires at the close of September 30 of the third year following the year in which 14 the license is issued. 15  (d) The waterfowl conservation tag expires at the close of January 31 of the 16 year following the year of issue of the tag. 17 * Sec. 11. This Act takes effect January 1, 1995.
