00HOUSE BILL NO. 205 01 "An Act relating to alternate members of the Alaska Legislative Council; and 02 providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 24.20.020 is amended to read: 05  Sec. 24.20.020. MEMBERSHIP. (a) The legislative council is composed of 06 the president of the senate and six other senators appointed by the president, and the 07 speaker of the house of representatives and six other representatives appointed by the 08 speaker. The regular membership from each house shall include at least one member 09 from each of the two major political parties. 10  (b) In addition to the regular members, the president of the senate shall 11 appoint one senator and the speaker of the house of representatives shall appoint 12 one representative to serve as alternate members. An alternate member may 13 attend any meeting of the council, but may vote only if a regular member from 14 the alternate's house is absent.

01  (c) The appointing authority in each house shall make and announce the 02 appointment or reappointment of regular and alternate members of the council within 03 15 days after the convening of the first regular session of each legislature. 04 * Sec. 2. AS 24.20.110 is amended to read: 05  Sec. 24.20.110. MEETINGS. The legislative council may meet during sessions 06 of the legislature and during intervals between sessions at such times and places inside 07 the state as the chair [CHAIRMAN] may determine. The council shall meet 08 immediately after the appointment of its membership at the first regular session of 09 each legislature for purposes of organization. Minutes of each meeting shall be kept. 10 Seven members, regular or alternate, constitute [ONE-HALF OF THE 11 MEMBERSHIP CONSTITUTES] a quorum to do business. Regular and alternate 12 members [MEMBERS] may receive, for the minimum time required to get to and 13 from meetings and while attending meetings, the same travel fare and per diem 14 allowances provided by law for members of the legislature when attending sessions. 15 * Sec. 3. Notwithstanding AS 24.20.020(c), as amended in sec. 1 of this Act, the president 16 of the senate shall, within 15 days after the effective date of this Act, appoint the alternate 17 senate member of the legislative council for the Eighteenth Legislative Session. 18 * Sec. 4. Sections 1 and 2 of this Act are retroactive to January 11, 1993. 19 * Sec. 5. This Act takes effect immediately under AS 01.10.070(c).
