01 "An Act imposing a fee for the administration of the workers' compensation                                              
02 program; and providing for an effective date."                                                                          
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 23.30 is amended by adding a new section to read:                                                   
05  Sec. 23.30.007.  ADMINISTRATIVE FEES.  The commissioner shall assess                                                  
06 and collect an administrative fee from each carrier, adjuster, and uninsured employer                                   
07 who files an annual report under AS 23.30.155(m).  The administrative fee shall be                                      
08 calculated by multiplying 2.25 percent by the total amount of all compensation, minus                                   
09 second injury fund contributions under AS 23.30.040, reported in that year under                                        
10 AS 23.30.155(m).  However, an assessment imposed under this section may not be less                                     
11 than $100.  The administrative fee required under this section shall be paid by July 31                                 
12 of each year or within 30 days of a notice of assessment by the commissioner,                                           
13 whichever is later.  If the fee is not paid within the required time, the carrier, adjuster,                            
14 or uninsured employer shall pay a civil penalty equal to 10 percent of the amount                                       

01 unpaid for each 30-day period, or part of the 30-day period, that the fee is late.                                      
02    * Sec. 2.  TRANSITION.  Notwithstanding the fee established under AS 23.30.007, enacted                              
03 in sec. 1 of this Act, the percentage by which the total amount of all compensation, minus                              
04 second injury fund contributions under AS 23.30.040, reported under AS 23.30.155(m) in the                              
05 previous fiscal year is multiplied                                                                                      
06   (1)  for fiscal year 1994, 0.50 percent;                                                                              
07   (2)  for fiscal year 1995, 1.00 percent;                                                                              
08   (3)  for fiscal year 1996, 1.50 percent; and                                                                          
09   (4)  for fiscal year 1997, 2.00 percent.                                                                              
10    * Sec. 3.  This Act takes effect July 1, 1993.
