01 "An Act relating to grants awarded by the Alaska Science and Technology                                                 
02 Foundation."                                                                                                            
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 37.17.090(h) is amended to read:                                                                    
05  (h) In awarding a grant under AS 37.17.010 - 37.17.110, the board of directors                                        
06 shall give preference to an applicant who is an Alaska resident, association,                                           
07 organization, university, or institution. If the board determines that an Alaskan                                     
08 applicant does not have the expertise or capability to satisfactorily perform the grant                                 
09 research without assistance from an out-of-state person or institution, the board may                                   
10 award a grant, jointly, to the Alaskan applicant and an approved out-of-state person or                                 
11 institution. If a grant is awarded to an out-of-state person or institution, the board may                              
12 require that the out-of-state grantee associate with an Alaska scientific or technical                                  
13 organization while performing the grant research. In all cases, a grant may be awarded                                  
14 only if the board determines that the research to be performed will further the purposes
