00SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 48                                                                                
01 "An Act relating to delayed payment of legislators' salaries, and to state agency                                       
02 operating and capital budgets; and providing for an effective date."                                                    
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 24.10.100 is amended by adding a new subsection to read:                                            
05  (b)  Notwithstanding (a) of this section, after the 90th day of a regular session                                     
06 a warrant for salary may not be issued to a legislator unless a general appropriation                                   
07 bill for operations of state agencies for the next fiscal year has been adopted by both                                 
08 houses of the legislature or referred to a conference committee.  After the general                                     
09 appropriation bill for operations of state agencies has been adopted by both houses or                                  
10 has been referred to a conference committee, each legislator shall be paid amounts                                      
11 withheld under this subsection.                                                                                         
12    * Sec. 2.  AS 37.07.070 is amended to read:                                                                          
13  Sec. 37.07.070.  LEGISLATIVE REVIEW.  The legislature shall consider the                                              
14 governor's proposed comprehensive operating and capital improvements programs and                                       

01 financial plans, evaluate alternatives to the plans, make program selections among the                                  
02 various alternatives and determine, subject to available revenues the level of funding                                  
03 required to support authorized state services.  The operating and capital budgets of                                    
04 each agency shall be separately reviewed.  During each regular session of the                                           
05 legislature, legislative review of the governor's supplemental appropriation bills and                                  
06 the governor's budget amendments shall be governed by the following time limits:                                        
07   (1)  Requests by the governor for supplemental appropriations for state                                              
08 agency operating and capital budgets for the current fiscal year may be introduced by                                   
09 the rules committee only through the 30th legislative day.                                                              
10   (2)  Requests by the governor for budget amendments to state agency                                                  
11 budgets for the budget fiscal year may be received and reviewed by the finance                                          
12 committees only through the 45th [60TH] legislative day.                                                              
13    * Sec. 3.  This Act takes effect immediately under AS 01.10.070(c).
