00HOUSE BILL NO. 27 01 "An Act relating to state aid for education; and providing for an effective date." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 14.17.025(a) is amended to read: 04  (a) Local contributions to a city or borough school district shall include at least 05 the lesser of 06  (1) the equivalent of a four mill tax levy on the full and true value of 07 the taxable real and personal property in the district as of January 1, 1992, or as of 08 January 1 of the second preceding fiscal year, whichever tax is lower, as determined 09 by the Department of Community and Regional Affairs under AS 14.17.140 and 10 AS 29.45.110; or 11  (2) 35 percent of the district's basic need for the preceding fiscal year, 12 as determined under AS 14.17.021(b). 13 * Sec. 2. AS 14.17.041(a) is amended to read: 14  (a) For funding communities that have an average daily membership of less

AS 14.17.041(b) is amended to read: 10  (b) For funding communities that are not included under (a) of this section, 11  (1) instructional units for elementary students are determined by the 12 formula: units = 16 [15] + ((ADM-200)/17), where ADM is the number of students in 13 average daily membership in grades kindergarten through 6; 14  (2) instructional units for secondary students are determined by the 15 formula: units = 19 [18] + ((ADM-200)/13), where ADM is the number of students in 16 average daily membership in grades 7 through 12. 17 * Sec. 4. AS 14.17.041 is amended by adding new subsections to read: 18  (e) A district with an ADM of 3,000 or less that consists of one funding 19 community shall increase the elementary and secondary instructional units received 20 under (a) or (b) of this section by multiplying the instructional units by a percentage 21 determined under the following table: 22 District ADM Percentage 23 1 - 250 1.12 24 251 - 525 1.08 25 526 - 1000 1.06 26 1001 - 2000 1.04 27 2001 - 3000 1.03 28  (f) A district with an ADM of 1,000 or less that consists of two funding 29 communities shall increase the elementary and secondary instructional units received 30 under (a) or (b) of this section by multiplying the instructional units by a percentage 31 determined under the following table:
