01 Extending the governor's October 9, 2025, declaration of a disaster emergency in response to                            
02 the 2025 West Coast Storm; and approving an amended financing plan.

04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                             
05      WHEREAS, on October 9, 2025, the governor declared a disaster emergency,                                           
06 following the 2025 West Coast Storm; and                                                                                
07      WHEREAS the condition of the disaster emergency was extended in November of                                        
08 2025, December of 2025, January of 2026, and February of 2026, and on March 8, 2026, with                               
09 the disaster emergency expiring on April 7, 2026; and                                                                   
10      WHEREAS the effects of the storm remain severe, and infrastructure systems from                                    
11 the original storm, as well as ongoing emergency actions, are necessary to respond to those                             
12 effects; and                                                                                                            
13      WHEREAS, under AS 26.23.020(c), "[a] proclamation of disaster emergency may                                        
14 not remain in effect longer than 30 days unless extended by the legislature by a concurrent                             
15 resolution"; and                                                                                                        
16      WHEREAS an additional extension will allow agencies to continue the agencies'                                      
17 emergency response to meet the disaster; and                                                                            
01      WHEREAS, under AS 26.23.020(k)(1), the governor may expend more than                                               
02 $1,000,000 of state funds to cope with a disaster if, when the legislature is in session, the                           
03 legislature approves a financing plan to cope with the incident or disaster; and                                        
04      WHEREAS, on April 20, 2026, the governor submitted a revised financing plan to                                     
05 the legislature, totaling $62,830,000 and detailing the estimated shared costs for the 2025                             
06 West Coast Storm (DR 4893) disaster as $25,130,000 in federal authority and $37,700,000 in                              
07 state general funds; and                                                                                                
08      WHEREAS the revised financing plan reflects an increase of $6,380,000 in federal                                   
09 authority and an increase of $17,200,000 in state disaster relief funds from the financing plan                         
10 previously authorized for the 2025 West Coast Storm (DR 4893) disaster; and                                             
11      WHEREAS the current balance of the disaster relief fund established in AS 26.23.300                                
12 is sufficient to meet the increases in the governor's revised financing plan for the 2025 West                          
13 Coast Storm (DR 4893) disaster;                                                                                         
14      BE IT RESOLVED that, under AS 26.23.020(c), the Alaska State Legislature                                           
15 extends the October 9, 2025, disaster emergency declared by the governor for the 2025 West                              
16 Coast Storm until May 7, 2026; and be it                                                                                
17      FURTHER RESOLVED by the Alaska State Legislature that the extension of the                                         
18 October 9, 2025, disaster emergency declared by the governor for the 2025 West Coast Storm                              
19 be made retroactive to April 7, 2026; and be it                                                                         
20      FURTHER RESOLVED that the Alaska State Legislature approves the increases in                                       
21 the amended financing plan submitted by the governor on April 20, 2026, for the 2025 West                               
22 Coast Storm (DR 4893) disaster.
