00 SPONSOR SUBSTITUTE FOR HOUSE CONCURRENT RESOLUTION NO. 5 01 Proposing an amendment to the Uniform Rules of the Alaska State Legislature relating 02 to committee records; and providing for an effective date for the amendment. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04  * Section 1. Rule 23(f), Uniform Rules of the Alaska State Legislature, is amended to read: 05 (f) Each standing, special, and joint committee shall 06 (1) record its meetings electronically and prepare a log of the recording 07 adequate to locate specific testimony; 08 (2) prepare minutes of each meeting of the committee on a standard 09 form prescribed jointly by the Rules Committees of the house and the senate; the 10 minutes shall include 11 (A) a list of the names of each member present during the 12 meeting; 13 (B) a list of the name and affiliation of each witness testifying 14 before the committee; 15 (C) a brief statement of the position of the witness on the 16 subject testified upon; and 01 (D) each amendment formally considered by the committee, 02 the name of the member moving adoption of the amendment, the action taken 03 on the amendment, and the yeas and nays if a committee member has 04 requested a roll call vote on adoption of an amendment; 05 (3) maintain a chronological file of minutes, copies of which shall be 06 made available upon request; 07 (4) make available to the Legislative Affairs Agency a copy of all 08 minutes of committee meetings during the session for entry of the minutes as a data 09 base on the legislative computer system; 10 (5) at the end of the second session of each legislature, deliver to the 11 Legislative Affairs Agency [LEGISLATIVE REFERENCE LIBRARY] 12 (A) an electronic record [A BINDER] that contains an index 13 and copies of all minutes filed by date; 14 (B) electronic recordings [TAPES] of committee meetings 15 and logs for those recordings [TAPES] prepared under (1) of this subsection; 16 and 17 (C) an electronic record [A FILE] for each bill or subject 18 considered by the committee that includes written testimony submitted to the 19 committee, state agency position papers and memoranda, bill drafts considered 20 by the committee, letters of intent adopted by the committee, and other 21 materials of research value. 22  * Sec. 2. The amendment proposed by this resolution takes effect January 20, 2026.
