00 SENATE BILL NO. 25 01 "An Act relating to inactive state accounts and funds; relating to the curriculum 02 improvement and best practices fund; relating to the fuel emergency fund and fuel 03 emergency grants; relating to the special Alaska Historical Commission receipts 04 account; relating to the rural electrification revolving loan fund and loans from the 05 fund; relating to the Southeast energy fund and grants from the fund; and relating to 06 the Exxon Valdez oil spill unincorporated rural community grant fund and grants from 07 the fund." 08 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 09  * Section 1. AS 24.20.231 is amended to read: 10 Sec. 24.20.231. Duties. The legislative finance division shall 11 (1) analyze the budget and appropriation requests of each department, 12 institution, bureau, board, commission, or other agency of state government; 13 (2) analyze the revenue requirements of the state; 01 (3) provide the finance committees of the legislature with 02 comprehensive budget review and fiscal analysis services; 03 (4) cooperate with the office of management and budget in establishing 04 a comprehensive system for state budgeting and financial management as set out in 05 AS 37.07 (Executive Budget Act); 06 (5) complete studies and prepare reports, memoranda, or other 07 materials as directed by the Legislative Budget and Audit Committee; 08 (6) with the governor's permission, designate the legislative fiscal 09 analyst to serve ex officio on the governor's budget review committee; 10 (7) identify the actual reduction in state expenditures in the first fiscal 11 year following a review under AS 44.66.040 resulting from that review and inform the 12 Legislative Budget and Audit Committee of the amount of the reduction; and 13 (8) not later than the first legislative day of each first regular session of 14 each legislature, 15 (A) conduct a review in accordance with AS 24.20.235 of the 16 report provided to the division under AS 43.05.095; and  17 (B) conduct a review of inactive state accounts and funds,  18 make recommendations regarding which inactive state accounts and  19 funds, if any, should be repealed, and submit an electronic report of the  20 division's recommendations to the governor, the president of the senate,  21 the speaker of the house of representatives, the chair of the finance  22 committee of each house of the legislature, the senate secretary, and the  23 chief clerk of the house of representatives, and notify the legislature that  24 the report is available. 25  * Sec. 2. AS 37.07.020 is amended by adding a new subsection to read: 26 (g) The governor shall review the report submitted by the legislative finance 27 division under AS 24.20.231(8)(B) and may introduce legislation in accordance with 28 the report. 29  * Sec. 3. AS 14.07.182; AS 26.23.400; AS 41.35.380; AS 42.45.020, 42.45.040; and 30 AS 44.33.115 are repealed.
