00 HOUSE CONCURRENT RESOLUTION NO. 13 01 Proposing amendments to the Uniform Rules of the Alaska State Legislature relating to 02 election of a parliamentarian, providing that the 2020 edition of "Mason's Manual of 03 Legislative Procedure" shall implement the rules, relating to use of chambers and 04 galleries, relating to notice of committee meetings, and relating to introduction of bills; 05 and providing for an effective date for the amendments. 06 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 07  * Section 1. Rule 3, Uniform Rules of the Alaska State Legislature, is amended by adding a 08 new subsection to read: 09 (d) The legislature shall elect a parliamentarian to serve for the two-year 10 duration of the legislature. The parliamentarian is nominated jointly by the Rules 11 Committee of each house and elected in joint session by a majority vote of the full 12 membership of each house.  13  * Sec. 2. Rule 4, Uniform Rules of the Alaska State Legislature, is amended to read: 14 Rule 4. Duties of the Presiding Officer. The presiding officer of each house 15 has the duties set forth in Section 575, MASON'S MANUAL OF LEGISLATIVE 01 PROCEDURE, 2020 [2010] edition, when not inconsistent with these Uniform Rules. 02 In the absence of the regular presiding officer, the majority leader of the house serving 03 ex officio as presiding officer pro tempore shall preside; except that the regular 04 presiding officer may temporarily relinquish the chair to any member. 05  * Sec. 3. Rule 12, Uniform Rules of the Alaska State Legislature, is amended to read: 06 Rule 12. Use of Chambers and Offices. Legislative chambers are to be used 07 only for the official business of the legislature during legislative sessions. During the 08 session access to the chambers and their galleries is under the control of the presiding 09 officer of the house to which the space is assigned, and the assignment of legislative 10 offices and use of committee rooms shall be provided for by and be under the control 11 of the Rules Committee. When the legislature is in session, members of the public  12 shall enjoy the same access to the capitol as members, and, unless prohibited by  13 the presiding officer, shall be permitted in the galleries.  14  * Sec. 4. Rule 23(d), Uniform Rules of the Alaska State Legislature, is amended to read:  15 (d) The provisions of (a) and (b) of this rule do not apply to a standing, 16 special, or joint committee meeting scheduled after the date a conference committee 17 has been chosen to consider amendments to or differences between versions of the 18 general appropriation act. However, a person who chairs a standing, special, or joint 19 committee shall post written notice of the time, place, and subject matter of a meeting 20 on or before the calendar day [AT LEAST 24 HOURS] before the meeting.  21  * Sec. 5. Rule 26, Uniform Rules of the Alaska State Legislature, is amended to read: 22 Rule 26. Decorum in Debate. Decorum in debate is governed by the 23 provisions of Sections 120 through 126, MASON'S MANUAL OF LEGISLATIVE 24 PROCEDURE, 2020 [2010] edition, when not inconsistent with these Uniform Rules. 25  * Sec. 6. Rule 37(a), Uniform Rules of the Alaska State Legislature, is amended to read:  26 (a) Any member, [GROUP OF MEMBERS,] standing, special, or joint 27 committee may introduce a bill, subject to the provisions of these Uniform Rules. In  28 accordance with AS 24.08.060(a), a committee chair may introduce a committee  29 bill or resolution if the request to introduce a committee bill or resolution is  30 signed by a majority of the active members of the committee. A bill must be 31 introduced, in proper form as approved by the enrolling secretary of the legislature, 01 with the original and three copies delivered to the chief clerk or secretary. The bill is 02 then assigned a number which it retains through subsequent changes and substitutions. 03 The bill is considered formally introduced when the clerk or secretary reads the 04 heading and title aloud in open session (first reading). Bills may be introduced through 05 the Rules Committees by the governor and the permanent interim committees pursuant 06 to provisions of law. 07  * Sec. 7. Rule 55(a), Uniform Rules of the Alaska State Legislature, is amended to read: 08 (a) The rules of parliamentary practice comprised in MASON'S MANUAL 09 OF LEGISLATIVE PROCEDURE, 2020 [2010] edition, implement and govern the 10 Uniform Rules of the Legislature in all cases not covered by these Uniform Rules. 11  * Sec. 8. The amendment proposed by sec. 1 of this resolution takes effect January 1, 2023. 12  * Sec. 9. Except as provided in sec. 8 of this resolution, the amendments proposed by this 13 resolution take effect upon adoption of the Uniform Rules of the Alaska State Legislature by a 14 majority vote of the full membership of each house in joint session, in accordance with 15 AS 24.05.120 and Rule 53, Uniform Rules of the Alaska State Legislature.
