00 HOUSE BILL NO. 187 01 "An Act relating to the elimination or modification of state agency publications that are 02 outdated, duplicative, or excessive or that could be improved or consolidated with other 03 publications or exclusively delivered electronically; and providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 37.07.020 is amended by adding a new subsection to read: 06 (f) In addition to the budget, bills, and fiscal plan submitted under (a) and (b) 07 of this section, the governor shall submit a bill to eliminate or modify publication 08 requirements for publications that have been identified under AS 44.99.220 09 (1) as outdated, duplicative, or excessive, or that could be improved or 10 consolidated with other publications; and 11 (2) that could be exclusively delivered electronically. 12 * Sec. 2. AS 44.99.220 is repealed and reenacted to read: 13 Sec. 44.99.220. List of publications. (a) Each state agency shall 14 (1) annually compile a list of all publications the agency produces as 01 required by law or regulation or as directed by the legislature; 02 (2) identify and highlight on the list compiled under (1) of this 03 subsection the publications that are 04 (A) outdated, duplicative, or excessive, or that could be 05 improved or consolidated with other publications; and 06 (B) currently delivered physically that could be delivered 07 electronically; and 08 (3) by October 31 each year, submit the list of publications compiled 09 under (1) of this subsection, including the highlighted publications under (2) of this 10 subsection, to the governor and to the senate secretary and chief clerk of the house of 11 representatives and notify the legislature that the list is available. 12 (b) The governor, or the governor's designee, shall annually determine a 13 minimum percentage of publications that each state agency must identify 14 (1) as outdated, duplicative, or excessive, or that could be improved or 15 consolidated with other publications; and 16 (2) that could be exclusively delivered electronically. 17 * Sec. 3. This Act takes effect immediately under AS 01.10.070(c).
