01 Supporting development of the road belt electrical transmission line; and urging members of                             
02 the Alaska delegation in Congress to pursue the development of this high-voltage electrical                             
03 line in the interior of the state.

05 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                             
06      WHEREAS development of the road belt electrical transmission line would create a                                   
07 high-voltage electrical line running from Sutton to Glennallen, where a sub-transmission line                           
08 would extend to Gakona and on to Tok and north through the upper Tanana region to Delta                                 
09 Junction, and the final leg of the project would run from near Delta Junction, just south of                            
10 Fort Greely, back to Gakona; and                                                                                        
11      WHEREAS development of the road belt electrical transmission line would support                                    
12 infrastructure for energy, national security, economic expansion, and natural resource                                  
13 development in the state; and                                                                                           
14      WHEREAS the Trans Alaska Pipeline System would benefit by using the low-cost                                       
15 energy provided by the road belt electrical transmission line in the operation of the pipeline                          
16 and protection of its off-grid pump stations; and                                                                       
01      WHEREAS a high-voltage electrical line would complete an electrical transmission                                   
02 bus loop and establish a second secure path for power transmission from Anchorage to                                    
03 Fairbanks; and                                                                                                          
04      WHEREAS an electrical transmission bus loop is needed during a natural disaster,                                   
05 such as an earthquake; and                                                                                              
06      WHEREAS there are 17 small communities in the region that rely on diesel power or                                  
07 other expensive alternatives; and                                                                                       
08      WHEREAS development of the road belt electrical transmission line would support                                    
09 military installations in the state, including Black Rapids Training Site, Donnelly Training                            
10 Area, Fort Greely, Eielson Air Force Base, and Clear Air Force Station, by providing access                             
11 to low-cost, reliable, redundant, and renewable energy for the defense of the state and the                             
12 United States; and                                                                                                      
13      WHEREAS development of the road belt electrical transmission line would boost                                      
14 economic growth and support the initiation, growth, expansion, and retention of small                                   
15 businesses in the region by providing low-cost, reliable energy; and                                                    
16      WHEREAS development of the road belt electrical transmission line would benefit                                    
17 the agricultural industry in the Delta Junction area by allowing the industry to become more                            
18 cost-effective and competitive and by increasing the industry's ability to expand; and                                  
19      WHEREAS there is widespread support for the development of the road belt                                           
20 electrical transmission line;                                                                                           
21      BE IT RESOLVED that the Alaska State Legislature supports the development of the                                   
22 road belt electrical transmission line; and be it                                                                       
23      FURTHER RESOLVED that the Alaska State Legislature urges the members of the                                        
24 Alaska delegation in Congress to pursue the development of the road belt electrical                                     
25 transmission line, a high-voltage electrical line in the interior of the state, for the purpose of                      
26 supporting defensive capabilities, critical military infrastructure, and the Alyeska Pipeline.                          
27      COPIES of this resolution shall be sent to the Honorable Donald J. Trump, President                                
28 of the United States; the Honorable Chuck Grassley, President pro tempore of the U.S.                                   
29 Senate; the Honorable Nancy Pelosi, Speaker of the U.S. House of Representatives; the                                   
30 Honorable Patrick M. Shanahan, Acting United States Secretary of Defense; the Honorable                                 
31 David Bernhardt, United States Secretary of the Interior; the Honorable Sonny Perdue, United                            
01 States Secretary of Agriculture; the Honorable Rick Perry, United States Secretary of Energy;                           
02 and the Honorable Lisa Murkowski and the Honorable Dan Sullivan, U.S. Senators, and the                                 
03 Honorable Don Young, U.S. Representative, members of the Alaska delegation in Congress.
