00            CS FOR SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 3(FIN)                                                          
01 "An Act relating to the purchase and sale of state land; relating to discounts for                                      
02 veterans on state land purchases; and providing for an effective date."                                                 
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 38.05.940(a) is amended to read:                                                                   
05            (a)  An eligible veteran is entitled to a discount of one-third of [25 PERCENT                           
06 ON] the purchase price of state land sold under this title and classified under this                                
07 chapter [AS 38.05.005 - 38.05.270] for a use other than commercial or industrial use.                               
08    * Sec. 2. AS 38.05.940(b) is amended to read:                                                                      
09            (b)  To be eligible for a discount under this section, a veteran shall submit                                
10       proof, as required by regulation, that the veteran                                                                
11                 (1)  is 18 years of age or older on the date of sale;                                                   
12                 (2)  has been a state resident for a period of not less than one year                                   
13       immediately preceding the date of sale; and                                                                       
14                 (3)  has served                                                                                         
01                      (A)  in the Alaska Territorial Guard for at least 90 days, unless                                  
02            the service was shortened due to a service connected disability; or                                          
03 (B)  on active duty in the United States armed forces for [U.S.                                                     
04 ARMED FORCES] at least 90 days, unless tenure was shortened due to a                                                    
05 service connected disability or due to receiving an early separation upon return                                        
06 from a tour of duty overseas, and has received an honorable discharge or a                                              
07            general discharge under honorable conditions.                                                                
08    * Sec. 3. AS 38.05.940 is amended by adding a new subsection to read:                                              
09            (f)  A discount under this section may not be combined with another veteran's                                
10       discount under this section.                                                                                      
11    * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to                          
12 read:                                                                                                                   
13 VETERANS' DISCOUNT; APPLICABILITY. Notwithstanding the amendment of                                                     
14 AS 38.05.940(a) by sec. 1 of this Act, AS 38.05.940(a), as it read on July 31, 2019, applies to                         
15 discounted land sales to eligible veterans under AS 38.05 that occurred on or before July 31,                           
16 2019.                                                                                                                   
17    * Sec. 5. This Act takes effect August 1, 2019.
