01 "An Act relating to per diem for legislators; relating to a travel allowance for legislators                            
02 and legislative employees; and relating to the State Officers Compensation                                              
03 Commission."                                                                                                            
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1. AS 24.10.120(a) is amended to read:                                                                   
06 (a)  Salaries, travel allowances, per diem for legislators during legislative                                   
07 sessions, travel expenses, relocation expenses, and additional allowances for members                               
08 of the legislature shall be paid, subject to appropriation, as approved by the                                      
09       legislative fiscal officer.                                                                                       
10    * Sec. 2. AS 24.10.130(b) is amended to read:                                                                      
11            (b)  Legislators and officers and employees of the legislative branch of                                     
12       government may be entitled to a travel [PER DIEM] allowance.                                                  
13    * Sec. 3. AS 24.10.130(c) is amended to read:                                                                      
14            (c)  The Alaska Legislative Council shall adopt a policy in accordance with                                  
01 AS 39.23.540(d) regarding reimbursement for moving expenses applicable to all                                           
02 legislators and a policy allowing a travel allowance for all legislators and                                        
03 legislative employees [AN APPLICABLE PER DIEM ALLOWANCE POLICY].                                                    
04 The policies [POLICY] must set conditions for the reimbursement for moving                                          
05 expenses and payment of travel allowances [PER DIEM] and prescribe the amounts                                      
06 of reimbursement adapted to the special needs of the legislative branch as determined                                   
07       by the council.                                                                                                   
08    * Sec. 4. AS 24.10.130 is amended by adding a new subsection to read:                                              
09 (d)  Legislators may receive a per diem allowance during legislative sessions                                           
10 as recommended by the State Officers Compensation Commission under                                                      
11 AS 39.23.580, unless disapproved by the legislature as provided in AS 39.23.540(d),                                     
12       and subject to appropriation as provided in AS 39.23.540(g).                                                      
13    * Sec. 5. AS 24.20.660 is amended to read:                                                                         
14 Sec. 24.20.660. Travel allowance [AND PER DIEM ALLOWANCES].                                                         
15 Members of the Joint Armed Services Committee are entitled to reimbursement for                                         
16 travel expenses. Members of the committee shall receive a travel allowance [PER                                     
17 DIEM ALLOWANCES] in accordance with the policy adopted by the legislative                                               
18       council under AS 24.10.130(c).                                                                                    
19    * Sec. 6. AS 39.23.580 is amended to read:                                                                         
20 Sec. 39.23.580. Policy of the legislature. It is the policy of the legislature that                                   
21 the commission recommend an equitable rate and form of compensation, per diem                                       
22 allowances during legislative sessions, benefits, and other allowances for legislators.
