00 Enrolled SR 6 01 Urging the Alaska division of motor vehicles to advocate for discontinued use of social 02 security numbers as a means of identity verification. 03 _______________ 04 BE IT RESOLVED BY THE SENATE:  05 WHEREAS the Constitution of the State of Alaska recognizes that people of the state 06 have a right to privacy and bestows on the Alaska State Legislature the duty to protect that 07 right; and 08 WHEREAS the legislature must balance the privacy rights of Alaskans with their 09 ability to earn a living; and 10 WHEREAS, under the REAL ID Act of 2005, a person must show federally 11 compliant identification to enter federal facilities and to travel by air; and 12 WHEREAS access to military facilities and travel by air are essential to thousands of 13 Alaskans who deliver goods to, provide services for, or work on construction projects or in 14 schools located on military bases in the state; and 15 WHEREAS many Alaskans must travel by air to get to their places of work, including 16 many employees in the mining, fishing, and oil and gas industries; and 17 WHEREAS, to allow Alaskans to continue using state identification to access 01 military facilities after June 2017 and to travel by air after January 2018, the REAL ID Act of 02 requires the state to offer federally compliant identification cards; and 03 WHEREAS the REAL ID Act of 2005 requires each state to provide access to 04 information contained in its motor vehicle database to the other states for the purposes of 05 verifying identity and ensuring that a person does not concurrently hold a license in more than 06 one state; and 07 WHEREAS, to satisfy this requirement, the only multi-state verification system that 08 meets the standards of the United States Department of Homeland Security is the State-to- 09 State Verification Service, which is administered by the American Association of Motor 10 Vehicle Administrators; and 11 WHEREAS the State-to-State Verification Service requires the last five digits of an 12 applicant's social security number to be uploaded to the pointer file; and 13 WHEREAS social security numbers contain nine digits, and, for numbers assigned 14 before June 2011, the first three digits correspond to the state in which the number was issued; 15 and 16 WHEREAS, for those Alaskans who share the first three digits of their social security 17 numbers, a data breach in the State-to-State Verification Service would result in the disclosure 18 of eight of the nine digits of their social security numbers; and 19 WHEREAS social security numbers can be used for identity theft, one of the fastest 20 growing crimes in America, and for other fraudulent purposes; and 21 WHEREAS Alaska is a member of the State-to-State Governance Board for 22 management of the State-to-State Verification Service; 23 BE IT RESOLVED that the Senate urges the Alaska division of motor vehicles, as a 24 member of the State-to-State Governance Board, to advocate for the discontinued use of 25 social security numbers by the State-to-State Verification Service as a means of identity 26 verification; and be it 27 FURTHER RESOLVED that, should the efforts to discontinue use of social security 28 numbers by the State-to-State Verification Service be unsuccessful, the Senate urges the 29 Alaska division of motor vehicles to advocate for the use of either a nonsequential series of 30 digits or fewer digits from a social security number for identity verification; and be it 31 FURTHER RESOLVED that the Senate urges the other members of the State-to- 01 State Governance Board to support the effort to change the social security number data 02 needed to use the State-to-State Verification System in order to protect the citizens of their 03 states. 04 COPIES of this resolution shall be sent to the Honorable Sheldon Fisher, 05 Commissioner, Department of Administration; Marla Thompson, Director, Department of 06 Administration, division of motor vehicles; the Board of Directors of the American 07 Association of Motor Vehicle Administrators; members of the Governance Board of the 08 American Association of Motor Vehicle Administrators for the State-to-State Verification 09 Service; and members of the Executive Committee of the National Conference of State 10 Legislatures.
