01 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature,                            
02 concerning Senate Bill No. 99, relating to the Alaska Industrial Development and Export                                 
03 Authority revolving fund; limiting the use of the Alaska Industrial Development and Export                              
04 Authority sustainable energy transmission and supply development fund for certain loans and                             
05 loan guarantees and allowing the development fund to be used as security for a bond                                     
06 guarantee; amending the definition of "qualified energy development"; and authorizing the                               
07 Alaska Industrial Development and Export Authority to issue bonds to finance the                                        
08 infrastructure and construction costs of the Bokan-Dotson Ridge rare earth element project                              
09 and the Niblack project.

11 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                             
12      That under Rule 54, Uniform Rules of the Alaska State Legislature, the provisions of                               
13 Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, regarding                             
14 changes to the title of a bill, are suspended in consideration of Senate Bill No. 99, relating to                       
01 the Alaska Industrial Development and Export Authority revolving fund; limiting the use of                              
02 the Alaska Industrial Development and Export Authority sustainable energy transmission and                              
03 supply development fund for certain loans and loan guarantees and allowing the development                              
04 fund to be used as security for a bond guarantee; amending the definition of "qualified energy                          
05 development"; and authorizing the Alaska Industrial Development and Export Authority to                                 
06 issue bonds to finance the infrastructure and construction costs of the Bokan-Dotson Ridge                              
07 rare earth element project and the Niblack project.
