00                    HOUSE CONCURRENT RESOLUTION NO. 34                                                                   
01 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State                                         
02 Legislature, concerning Senate Bill No. 99, relating to the Alaska Industrial                                           
03 Development and Export Authority revolving fund; limiting the use of the Alaska                                         
04 Industrial Development and Export Authority sustainable energy transmission and                                         
05 supply development fund for certain loans and loan guarantees and allowing the                                          
06 development fund to be used as security for a bond guarantee; amending the definition                                   
07 of 'qualified energy development'; and authorizing the Alaska Industrial Development                                    
08 and Export Authority to issue bonds to finance the infrastructure and construction costs                                
09 of the Bokan-Dotson Ridge rare earth element project and the Niblack project.                                           
10 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
11       That under Rule 54, Uniform Rules of the Alaska State Legislature, the provisions of                              
12 Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, regarding                             
13 changes to the title of a bill, are suspended in consideration of Senate Bill No. 99, relating to                       
01 the Alaska Industrial Development and Export Authority revolving fund; limiting the use of                              
02 the Alaska Industrial Development and Export Authority sustainable energy transmission and                              
03 supply development fund for certain loans and loan guarantees and allowing the development                              
04 fund to be used as security for a bond guarantee; amending the definition of 'qualified energy                          
05 development'; and authorizing the Alaska Industrial Development and Export Authority to                                 
06 issue bonds to finance the infrastructure and construction costs of the Bokan-Dotson Ridge
