00 HOUSE CONCURRENT RESOLUTION NO. 22 01 Urging the governor to take all action necessary to keep in-state oil refiners in operation 02 and to keep oil refining operations in the state competitive. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the refining industry, including the Flint Hills Refinery and the Petro Star 05 North Pole refinery, contributes approximately $140,000,000 to the gross regional product of 06 the Fairbanks North Star Borough; and 07 WHEREAS, although much less pronounced today than in 2010, the role of the Flint 08 Hills and Petro Star refineries in mitigating the effects of low oil flow and extending the 09 productive life of the Trans Alaska Pipeline is important to the state's economy; and 10 WHEREAS the absence of an in-state refining capacity would, directly and indirectly, 11 affect the labor market in the state; and 12 WHEREAS the sale and closure of the Flint Hills Refinery could impose substantial 13 costs on government resources and would increase reliance on state and federal funding; and 14 WHEREAS the Department of Natural Resources should expeditiously negotiate a 15 royalty-in-kind contract to help the in-state refineries in the Fairbanks North Star Borough 16 compete with imported products; and 01 WHEREAS, if the Department of Environmental Conservation expeditiously set a 02 reasonable cleanup standard supported by science for the Flint Hills Refinery and 03 appropriately allocated the costs of cleanup to all potentially responsible parties, it is possible 04 that a new buyer for the refinery could be found; 05 BE IT RESOLVED that the Alaska State Legislature urges the Governor to take all 06 action necessary to keep in-state oil refiners in operation and to keep refining operations in the 07 state competitive.
