00 Enrolled HCR 19 01 Supporting Recover Alaska in its efforts to reduce excessive alcohol consumption and its 02 effects. 03 _______________ 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:  05 WHEREAS excessive alcohol consumption negatively affects all Alaskans and is a 06 contributing factor in many cases of domestic violence, child abuse and neglect, fetal alcohol 07 spectrum disorders, suicide, homelessness, violent crime, incarceration, and death; and 08 WHEREAS excessive alcohol consumption in the state harms the individual who 09 over-consumes the alcohol, the individual's spouse and children, innocent strangers, and the 10 public at large; and 11 WHEREAS excessive alcohol consumption is a deeply ingrained practice among 12 many teenagers, college students, and adults in the state; and 13 WHEREAS, although efforts to reduce the harm caused by excessive alcohol 14 consumption may present an overwhelming challenge, doing nothing to reduce the harm is 15 unacceptable; and 16 WHEREAS Recover Alaska was formed by a group of concerned state residents that 17 includes representatives of the court and criminal justice systems, health care professionals, 01 and public officials, including members of the Alaska State Legislature; and 02 WHEREAS Recover Alaska is pursuing strategies with a variety of stakeholders to 03 effect long-term change, including 04 (1) a statewide comprehensive communication and advocacy strategy for 05 reduction of harm caused by excessive alcohol consumption, especially among children and 06 teenagers; 07 (2) development of a one-stop shop where Alaskans may find accurate 08 information and referral services for prevention and treatment of and recovery from excessive 09 alcohol consumption; and 10 (3) revision of state statutes governing the sale and distribution of alcohol; 11 BE IT RESOLVED that the Alaska State Legislature supports Recover Alaska and its 12 work to reduce the harm caused by excessive consumption of alcohol in the state.
