00 SENATE JOINT RESOLUTION NO. 2 01 Commending and supporting the aggressive actions of the governor to protect the state 02 from federal government incursion into the care and management of state resources and 03 to promote the economic prosperity of the state; and urging the United States Congress 04 and the President of the United States to limit the exercise of federal powers to those 05 enumerated in the United States Constitution and to trust and empower states to 06 manage their own affairs. 07 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 08 WHEREAS the federal government is attempting actions beyond its constitutionally 09 enumerated powers that are adverse and contrary to the interests of the state and its citizens; 10 and 11 WHEREAS Governor Sean Parnell has challenged the federal government in court 12 for its misuse of the Endangered Species Act in its expansive designation of critical habitat for 13 polar bears; for restricting access to Alaska rivers; for impinging on the freedoms of Alaskans 14 with federal health care reform; and for taking adverse actions against our timber interests, 01 mining interests, and interests in development of oil and gas resources on the outer continental 02 shelf; and 03 WHEREAS, under art. VIII, sec. 1, Constitution of the State of Alaska, the policy of 04 the state is to encourage the development of its resources by making them available for 05 maximum use consistent with the public interest; and 06 WHEREAS actions taken by Governor Sean Parnell protect the collective interests of 07 the people of the state and promote a future of economic security and prosperity; 08 BE IT RESOLVED that the Alaska State Legislature commends and supports the 09 aggressive actions of Governor Sean Parnell to protect the state from federal government 10 incursion into the care and management of state resources and to promote the economic 11 prosperity of the state; and be it 12 FURTHER RESOLVED that the Alaska State Legislature urges the United States 13 Congress and the President of the United States to limit the exercise of federal powers to 14 those enumerated in the United States Constitution and to trust and empower states to manage 15 their own affairs. 16 COPIES of this resolution shall be sent to the Honorable Barack Obama, President of 17 the United States; the Honorable Joseph R. Biden, Jr., Vice-President of the United States and 18 President of the U.S. Senate; and the Honorable Lisa Murkowski and the Honorable Mark 19 Begich, U.S. Senators, and the Honorable Don Young, U.S. Representative, members of the 20 Alaska delegation in Congress.
