00 HOUSE CONCURRENT RESOLUTION NO. 9 01 Establishing in the Alaska State Legislature the Alaska Working Group on Interstate 02 Energy Production. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS eliminating the nation's reliance on foreign energy resources represents 05 an important but continually elusive state and national goal; and 06 WHEREAS, among the states, Alaska is in a key position to move the nation closer to 07 that goal; and 08 WHEREAS approximately 65 percent of the land in the state is owned and managed 09 by the federal government; and 10 WHEREAS federal law and policy, including the National Environmental Policy Act 11 and the Endangered Species Act, excessively limit and interfere with production of energy 12 and energy resources in the state and in other states; and 13 WHEREAS states that produce energy or energy resources continue to experience 14 negative consequences from delay or cancellation of economically viable energy-related 15 projects because federal law and federal law enforcement too often overreach the federal 16 government's constitutional authority to make and enforce laws; and 01 WHEREAS each state can produce energy or energy resources more effectively if all 02 states that produce energy or energy resources unite and act as one to influence energy-related 03 federal law and policy; 04 BE IT RESOLVED that the Alaska Working Group on Interstate Energy Production 05 is established in the Alaska State Legislature to develop a proposal for an inter-legislature 06 agreement that will facilitate collaboration between the Alaska State Legislature and other 07 state legislatures in efforts to influence federal energy-related law and policy and to 08 discourage delay or cancellation of economically viable energy-related projects in the state 09 and in other states; and be it 10 FURTHER RESOLVED that the Alaska Working Group on Interstate Energy 11 Production shall consist of four members, with two senators appointed by the President of the 12 Senate and two representatives appointed by the Speaker of the House of Representatives; and 13 be it 14 FURTHER RESOLVED that the Alaska Working Group on Interstate Energy 15 Production may meet during and between regular sessions of the Alaska State Legislature, 16 and, subject to approval by the President of the Senate or the Speaker of the House of 17 Representatives, as appropriate, a member of the Alaska Working Group on Interstate Energy 18 Production may travel in the state or to other states as necessary to accomplish the purposes of 19 the Alaska Working Group on Interstate Energy Production; and be it 20 FURTHER RESOLVED that the Alaska Working Group on Interstate Energy 21 Production shall terminate January 18, 2013; and be it  22 FURTHER RESOLVED that the Alaska Working Group on Interstate Energy 23 Production shall submit a report of its findings and proposed legislative changes to the Alaska 24 State Legislature on or before January 17, 2012, and may make additional reports that the 25 Alaska Working Group on Interstate Energy Production considers advisable.
