01 "An Act prohibiting the use of municipal funds to support or oppose an initiative                                       
02 proposal to circulate a petition for a ballot initiative, or to influence the outcome of an                             
03 election concerning a ballot initiative, without approval by municipal voters at an                                     
04 election."                                                                                                              
05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
06    * Section 1. AS 15.13.145(d) is amended to read:                                                                   
07            (d)  When expenditure of money is authorized by (b) or (c) of this section and                               
08       is used to influence the outcome of an election, or if an expenditure of money is                             
09       authorized by municipal voters under (e) of this section, the expenditure                                 
10       [EXPENDITURES] shall be reported to the commission in the same manner as an                                       
11       individual is required to report under AS 15.13.040.                                                              
12    * Sec. 2. AS 15.13.145 is amended by adding a new subsection to read:                                              
13            (e)  Money held by a municipality may be used to support or oppose an                                        
14       initiative proposal filed with the lieutenant governor under AS 15.45.020 or filed with                           
01       a municipal clerk under AS 29.26.110, to circulate a petition for an initiative, or,                              
02       subject to (b) of this section, to influence the outcome of an election concerning a                              
03       ballot initiative, but only if use of the funds for that purpose has been approved by                             
04       municipal voters at an election.
