01 Relating to the membership of the Alaska Industrial Development and Export Authority.

03    * Section 1. The uncodified law of the State of Alaska is amended by adding a new section                          
04 to read:                                                                                                                
05       LEGISLATIVE INTENT. The legislature intends that the public members of the                                        
06 Alaska Industrial Development and Export Authority                                                                      
07            (1)  are appointed to provide as broad a geographical representation as                                      
08 practical; and                                                                                                          
09            (2)  represent a broad spectrum of the industries most important to the state's                              
10 economic development, bearing in mind that the directors of the Alaska Industrial                                       
11 Development and Export Authority also serve as directors of the Alaska Energy Authority.                                
12    * Sec. 2. AS 44.88.030(a) is amended to read:                                                                      
13            (a)  The membership of the authority consists of                                                             
01                 (1)  the commissioner of revenue and the commissioner of commerce,                                      
02       community, and economic development; and                                                                      
03                 (2)  five [ONE OTHER PERSON APPOINTED BY THE                                                        
04       GOVERNOR WHO SERVES AS THE HEAD OF A PRINCIPAL DEPARTMENT                                                         
05       OF THE EXECUTIVE BRANCH; AND                                                                                      
06                 (3)  TWO] public members appointed by the governor, each of whom                                    
07       has expertise in private sector business or industry, or both, and possesses                                  
08       demonstrated leadership skills.                                                                               
09    * Sec. 3. AS 44.88.030(b) is amended to read:                                                                      
10            (b)  If a commissioner [MEMBER] described in (a)(1) [OR (a)(2)] of this                                  
11       section is unable to attend a meeting of the authority, the commissioner [MEMBER]                             
12       may, by an instrument in writing filed with the authority, designate a deputy or                              
13       assistant to act in the commissioner's [MEMBER'S] place as a member at the                                    
14       meeting. For all purposes of this chapter, the designee is a member of the authority at                           
15       the meeting.                                                                                                      
16    * Sec. 4. AS 44.88.030(c) is amended to read:                                                                      
17            (c)  Public members [MEMBERS] of the authority described in (a)(2) [AND                                  
18       (a)(3)] of this section serve at the pleasure of the governor for two-year terms.                             
19    * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to                          
20 read:                                                                                                                   
21       ALASKA INDUSTRIAL DEVELOPMENT AND EXPORT AUTHORITY;                                                               
22 TRANSITION. The three additional public members appointed to the Alaska Industrial                                      
23 Development and Export Authority under AS 44.88.030(a), as amended by sec. 2 of this Act,                               
24 after the effective date of this Act shall serve staggered terms as follows:                                            
25            (1)  one member shall serve a one-year term;                                                                 
26            (2)  two members shall serve two-year terms.
