03    * Section 1. AS 44.33.665(a) is amended to read:                                                                   
04            (a)  For an applicant to be eligible for a loan under AS 44.33.650 - 44.33.690,                              
05       the applicant must be the owner or lessee of an aircraft that logs a substantial                              
06       percentage of flight hours in the state as determined by the department. For purposes                             
07       of this subsection, an applicant may be an individual, corporation, partnership, limited                          
08       liability corporation, limited liability partnership, limited liability company, joint                            
09       venture, or nonfederal governmental entity.
