00 SENATE BILL NO. 270 01 "An Act relating to creating a High Technology Crimes against Women and Children 02 Task Force." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04  * Section 1. AS 44.19 is amended by adding a new section to read: 05 Article 3A. High Technology Crimes against Women and Children Task Force.  06 Sec. 44.19.154. High Technology Crimes against Women and Children  07 Task Force. (a) The High Technology Crimes against Women and Children Task 08 Force is created in the Office of the Governor. The task force shall investigate and 09 prosecute Internet predation and exploitation of women and children in the state. The 10 task force shall initially consist of 11 members, as follows: 11 (1) an executive director appointed by the governor; 12 (2) three members of the Alaska state troopers selected by the 13 commissioner of public safety; 14 (3) three members of the Anchorage Police Department selected by the 01 chief of the Anchorage Police Department; 02 (4) two members of the Fairbanks Police Department selected by the 03 chief of the Fairbanks Police Department; 04 (5) one employee of the Council on Domestic Violence and Sexual 05 Assault selected by the executive director of the council; 06 (6) one assistant attorney general selected by the attorney general. 07 (b) The task force may employ an administrative assistant and a 08 communications specialist selected by the executive director. 09 (c) The members of the task force shall be employees of their respective 10 agencies but shall be assigned to work full time for the task force. The agency that 11 employs each member of the task force shall pay the salary of that member. The 12 members of the task force shall work together in office space in Anchorage. Expenses 13 other than personnel expenses for the members of the task force shall be shared 14 between the state and other members of the task force with the state being responsible 15 for 50 percent of those costs. 16 (d) The executive director of the task force shall solicit the cooperation and 17 involvement of the Federal Bureau of Investigation, United States Immigration and 18 Customs Enforcement, and the Resource and Information Directory on Child Abuse in 19 the State of Alaska. The executive director may solicit participation from other state, 20 federal, municipal, and private agencies or organizations with the approval of the 21 governor. 22 (e) The executive director of the task force shall develop 23 (1) an organizational chart for the task force; 24 (2) a budget for the task force; 25 (3) position descriptions for employees of the task force, including 26 executive director, assistant director, and communications specialist; 27 (4) a mission statement and desired results for the task force. 28  * Sec. 2. AS 44.66.020(a) is amended to read: 29 (a) Agency programs and activities listed in this subsection that are 30 specifically designated as provided in AS 44.66.030 are subject to termination during 31 the regular legislative session convening in the month and year set out after each: 01 (1) programs in the budget categories of general government, public 02 protection, and administration of justice - January, 1980; 03 (2) programs in the budget categories of education and the University 04 of Alaska - January, 1981; 05 (3) programs in the budget categories of health and social services - 06 January, 1982; 07 (4) programs in the budget categories of natural resources 08 management, development, and transportation - January, 1983; 09 (5) the Alaska coastal management program (AS 46.40) - January, 10 2011; 11 (6) the High Technology Crimes against Women and Children  12 Task Force in the Office of the Governor - June 30, 2012. 13  * Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to 14 read: 15 SUBMITTAL OF INFORMATION TO LEGISLATURE. The executive director of 16 the High Technology Crimes against Women and Children Task Force shall submit the 17 material developed under AS 44.19.154(e), added by sec. 1 of this Act, to the senate secretary 18 and the chief clerk of the house of representatives by the 10th legislative day of the First 19 Regular Session of the Twenty-Sixth Alaska State Legislature and shall notify each member 20 of the legislature that the information has been submitted.
