01 "An Act relating to the composition of the Board of Trustees of the Alaska Mental                                       
02 Health Trust Authority and the Alaska Mental Health Board."                                                             
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 47.30.016(b) is amended to read:                                                                   
05            (b)  The board consists of seven members appointed by the governor and                                       
06       confirmed by the legislature, two of whom are licensed mental health professionals                            
07       and one of whom is a psychiatrist licensed in the state. The members appointed                                
08       under this subsection shall be appointed                                                                          
09                 (1)  based upon their ability in financial management and investment,                                   
10       in land management, or in services for the beneficiaries of the trust;                                            
11                 (2)  after the governor has considered a list of persons prepared by a                                  
12       panel of six persons who are beneficiaries, or who are the guardians, family members,                             
13       or representatives of beneficiaries; the panel shall consist of                                                   
14                      (A)  one person selected by the Alaska Mental Health Board                                         
01            established by AS 47.30.661;                                                                                 
02                      (B)  one person selected by the Governor's Council on                                              
03            Disabilities and Special Education;                                                                          
04                      (C)  one person selected by the Advisory Board on Alcoholism                                       
05            and Drug Abuse established by AS 44.29.100;                                                                  
06                      (D)  one person selected by the Alaska Commission on Aging                                         
07            established by AS 47.45.200;                                                                                 
08                      (E)  one person selected by the Alaska Native Health Board;                                        
09            and                                                                                                          
10                      (F)  one person selected by the authority.                                                         
11    * Sec. 2. AS 47.30.662(e) is amended to read:                                                                      
12            (e)  The board members shall include at least two licensed mental health                                     
13       professionals who represent public and private providers of mental health services,                           
14       one of whom is a psychiatrist licensed in the state, and at least one member who is                           
15       admitted to practice law in the state. Members appointed under this subsection may                                
16       also be family members identified under (b) of this section.
