00 CS FOR HOUSE BILL NO. 351(JUD) 01 "An Act relating to submission of fingerprints by applicants for a concealed handgun 02 permit; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04  * Section 1. AS 18.65.700(a) is amended to read: 05 (a) The department shall issue a permit to carry a concealed handgun to a 06 person who 07 (1) applies in person at an office of the Alaska State Troopers; 08 (2) qualifies under AS 18.65.705; 09 (3) submits a completed application on a form provided by the 10 department, that provides the information required under AS 18.65.705 and 18.65.710; 11 with each application form provided by the department, the department shall provide a 12 copy of the state laws and regulations relating to concealed handguns, which must 13 include a concise summary of where, when, and by whom a handgun can be carried 14 under state and federal law; 01 (4) submits one [TWO] complete set [SETS] of fingerprints in the  02 format approved by the department [ON FEDERAL BUREAU OF 03 INVESTIGATION APPROVED FINGERPRINT CARDS] that is [ARE] of sufficient 04 quality so that the fingerprints may be processed; the fingerprints must be taken by a 05 person, group, or agency approved by the department; the department shall maintain a 06 list of persons, groups, or agencies approved to take fingerprints and shall provide the 07 list to the public upon request; the fingerprints shall be used to obtain a report of 08 criminal justice information under AS 12.62 and a national criminal history record 09 check under AS 12.62.400; 10 (5) submits evidence of successful completion of a handgun course as 11 provided in AS 18.65.715; 12 (6) provides one frontal view color photograph of the person taken 13 within the preceding 30 days that includes the head and shoulders of the person and is 14 of a size specified by the department; 15 (7) shows a valid Alaska driver's license or identification card at the 16 time of application; 17 (8) does not suffer a physical infirmity that prevents the safe handling 18 of a handgun; and 19 (9) pays the application fee required by AS 18.65.720. 20  * Sec. 2. This Act takes effect immediately under AS 01.10.070(c).
