00 Enrolled HB 117 01 Relating to proclamations issued by the governor calling the legislature into special session. 02 _______________ 03  * Section 1. AS 24.05.100(a)(1) is amended to read: 04 (1) The governor may call the legislature into special session by 05 issuing a proclamation [AT LEAST 15 DAYS IN ADVANCE OF THE 06 CONVENING DATE STATED IN THE PROCLAMATION]. At a special session 07 called by the governor, legislation is limited to the subjects designated by the governor 08 in the proclamation or to the subjects presented by the governor, and to 09 reconsideration of legislation, if any, vetoed following a regular session of that 10 legislature. To enable the legislators to make travel and other arrangements, a  11 proclamation for a special session shall be issued at least 30 days in advance of  12 the convening date stated in the proclamation unless  13 (A) the proclamation is issued under AS 26.23.020(k);  01 (B) the special session is called to address a disaster; in this  02 subparagraph, "disaster" has the meaning given in AS 26.23.900;  03 (C) the proclamation is issued while both houses are in  04 regular or special session; or  05 (D) the proclamation is issued within one hour after the  06 second house has adjourned from a regular or special session.
