00 SENATE CONCURRENT RESOLUTION NO. 22 01 Relating to the Joint Legislative Oversight Committee for the Alaska Land Mobile 02 Radio Project. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the Alaska Land Mobile Radio Project has been established as a two-way 05 radio system for responding to emergency situations throughout the state; and 06 WHEREAS the Alaska Land Mobile Radio Project is a joint project of the federal 07 government, the state government, and local governments; and 08 WHEREAS the state's legislative audit division conducted a performance audit of the 09 state's implementation of the Alaska Land Mobile Radio Project; and 10 WHEREAS the report by the legislative audit division was critical of the state's 11 management of the Alaska Land Mobile Radio Project and identified certain deficiencies that 12 resulted from uncoordinated and inconsistent management of the project; and 13 WHEREAS the legislature is concerned about the management of the Alaska Land 14 Mobile Radio Project, including how state money is being spent on the project; 15 BE IT RESOLVED that the Alaska State Legislature establishes the Joint Legislative 16 Oversight Committee for the Alaska Land Mobile Radio Project to review the management of 01 and expenditures for the Alaska Land Mobile Radio Project; and be it 02 FURTHER RESOLVED that the oversight committee shall begin its functions on 03 the last day of the Second Regular Session of the Twenty-Fourth Alaska State Legislature and 04 shall terminate March 15, 2007; and be it 05 FURTHER RESOLVED that the oversight committee shall be composed of six 06 members as follows: 07 (1) two members of the legislature who are members of the majority caucus in 08 the senate and who are appointed by the president of the senate; 09 (2) two members of the legislature who are members of the majority caucus in 10 the house of representatives and who are appointed by the speaker of the house of 11 representatives; 12 (3) one member who is a member of the minority caucus in the senate and 13 who is chosen by the members of the minority caucus of the senate; and 14 (4) one member who is a member of the minority caucus of the house of 15 representatives and who is chosen by the members of the minority caucus in the house of 16 representatives; and be it 17 FURTHER RESOLVED that the oversight committee may meet during the interim 18 between sessions and that oversight committee members are entitled to per diem and travel 19 expenses; and be it 20 FURTHER RESOLVED that the oversight committee shall submit a report of its 21 findings to the legislature on or before March 15, 2007.
